سات خون معاف“ نامی فلم کی عکس بندی سرینگر میں جاری

سرینگر//سرینگر میںویشال بھاردواج کی فلم”سات خون معاف“ کی شوٹنگ کے لئے انتظامیہ نے دو دائروں پر مشتمل حفاطتی بندو بست کیا ہے جبکہ فلم میں مرکزی کردار ادا کرنی والی پریانکا چوپڑا عرفان خان کے ہمراہ جوں ہی نہرو پارک علاقے میں نمودار ہوئی تو سینکڑوں مداحوں نے اُنہیںگھیرنے کی کوشش کی تاہم فورسز اہلکاروں نے اُنہیں ایسا کرنے نہیں دیا۔ تفصیلات کے مطابق کل صبح معروف بالی ووڈ اداکارہ پریانکا چوپڑا نہرو پارک پہنچ گئیں۔ اس موقعہ پر اُن کے ہمراہ عرفان خان بھی تھے اور جب لوگوں کی نظر بالی ووڈ کے معروف اداکاروں پر پڑی تو اُنہوں نے اُن کے ساتھ بات چیت کرنے کی غرض سے اُنہیں گھیرنے کی کوشش کی۔ اس موقعہ پر تعینات فورسز اہلکاروں نے لوگوں کو خبردار کیا کہ وہ اداکاروں کے نزدیک نہ جائیں اور اپنے موبائیل فونوں کے ذریعے فوٹو گرافی بھی نہ کریں جس سے یہاں موجود لوگوں کو مایوسی ہوئی۔ بالی ووڈ ڈائریکٹر ویشال بھاردواج گذشتہ ایک ہفتے سے پریانکا چوپڑا اور عرفان خان کے ہمراہ سرینگر میں مقیم ہیں اور وہ یہاں” سات خون معاف“ نامی فلم کی شوٹنگ میں مصروف ہیں۔ دریں اثناءانتظامیہ نے شوٹنگ کو کسی خلل کے بغیر جاری رکھنے کے لئے حفاظت کے اعلیٰ ترین انتظامات کر رکھے ہیں۔ پولیس ذرائع کا کہنا ہے کہ اُنہوں نے بالی ووڈ اداکاروں کی حفاظت کے لئے دودائروں پر مشتمل حفاظت کا بند وبست کیا ہے۔

Jigar Maas - The fisherwoman

Times have changed, but not her necessity to work. For seven decades she has been a part of Amira Kadal, struggling to make an earning and a decent place to work.

It’s a spring morning. A group of around a dozen fisherwomen have lined up on the Amira Kadal bridge–calling out customers in their shrill voices. Some of them are waiting, some selling and others busy bargaining price. Donning a Pheran, and some traditional jewellery –she is one of them. This bridge on Jhelum is a part of her life and she, of its history. Among the group, she clearly looks the oldest. Her wrinkled face, grey hair and decaying teeth don’t decline to convey that she is 70 something. She is a fisherwoman and her name is Jigri. Age has fetched her a honorific title: Jigar Maas (meaning Jigri Auntie). A mother of six, every morning this old woman, leaves her home at Habak on the City outskirts and travels to the City centre of the summer capital to sell the fish her husband caught at night. Jigar Mass stays on the bridge till sunset trying to exhaust her lot. This has been her routine since she was a child. “I started coming here with my mother around 70 years when I was a kid and have been coming here since,” she recaps.
Jigri and her husband are only bread earners for the family. Of her six children, two of them daughters, only one could get married. But she got divorced and came back. The entire family lives in a shanty hutment on the Dal lake banks. Managing life in poverty has become routine for the family. “We are extremely poor people. I earn mere Rs 100-150 a day. How difficult it must be for me to manage running my entire family on this meagre amount?” she asks while bargaining with a customer.
Though, catching and selling fish is what sustains this family of eight; none of her children have taken up the parental profession. “My children are not interested in this business,” she says. “Some of them are 10th pass but none could get a job.”
Jigri has seen the changing face of Amira Kadal. Even tough the area became a volatile hub in ‘90s when almost everyday there would be cross-firing in the marketplace resulting in causalities, the fisherwoman braves to come and earn there. But then a line of fear crosses her wrinkled face as she sees policemen walking the bridge. The old woman complains of ill treatment by the cops. “Every time something goes wrong in this area, we are unnecessarily beaten up by the police and we have to run leaving our belongings behind.” She questions this behaviour. “My work is what keeps my family alive. Why should we be forced to leave the place of work?” she asks. Gigji has another complaint. “We get no help from the government.” She says the government should look into the plight of some 250 families besides her own, who live at the fishermen colony at Habak. “Our life has never been better... The government should do something for us… Provide us with some fish market so that we have a decent place to work and nobody removes us from there.”
Though illiterate and away from political developments, she recalls names of the chief ministers at her finger tips. And one of them she says had been of some help. Referring to Sheikh Muhammad Abdullah, she said: “Sheikh sahib tried to rehabilitated us but nobody after him remembered us.” She has a complaint with the society as well.
“We are not respected by the society. We’ve done our job ceaselessly through all these years but still, our entire community is looked down upon,” she says.
For the rest she says: “Everything has changed.”
“The crowd on the road has increased and now there is more traffic on the roads. The entire place seems to be in a rush.”
But as she works, the rest of the family is at home. During daytime, her husband takes rest. “My husband is old. He spends his entire day home.”
But by the time Jigri reaches home after day’s toil, its time for the husband to leave for work, to catch fish in the Dal lake till sunrise when he hands over the catch to Jigri and she leaves for work. This has been her life. A routine for 70 years!

سرینگر// بسکو سکول سرےنگر میں کل عام لوگوں کوسگرےٹ اور تمباکو کے مضر اثرات کے بارے میں اےک جانکاری تقرےب کا انعقاد کےا گےا ۔ تقرےب میں ڈویژنل کمشنرکشمےر نسےمہ لنکر نے مہمان خصوصی کے فرائص انجام دئےے۔ ڈویژنل کمشنر نسےمہ لنکر نے اپنی تقرےر کے بعدذرائع ابلاغ سے بات کرتے ہو کہا کہ سرکار ہر جگہ نہیں پہنچ سکتی ہے اور جو بھی لوگ بھیڑ بھاڑ والے علاقوں، مسافر گاڑیوں اور سکول کے گردو نواح میں سگرےٹ پےتا اورسگریٹ فروخت کرتا نظر آئے گا اس کے خلاف کاروائی کی جائے گی۔ اس موقعہ پر بچوں سے خطاب کرتے ہوئے سابق آئی اے ایس آفیسراے اےم مےر نے کہا کہ اس کے لئے کسی حد تک ہماری سرکار بھی ذمہ دارہے کےوں کہ سرکار نے اس کاقلع قمع کرنے کے لئے جوقانون بنا یاہے، اس کو اپنا ےا نہیں گےا جس کی وجہ سے اب اس کا ا ستعمال کرنے والے سرعام گاڑےوں میںاور عوامی مقامات و تعلیمی اداروں کے سامنے سگرےٹ کا استعمال کر تے ہیں۔ انہوں نے کہا کہ سگریٹ اور تمباکو نوشی کرنے والوں کی تعداد وادی میں 30سے 35فی صد ہے جن میں 8فی صدخواتین بھی تمباکو کا ا ستعمال کر رہی ہیں۔ انہوں نے کہا کہ18سال کی عمر سے کم بچوں کو تمباکو یا سگریٹ نوشی کی اجازت نہیں دےنی چاہئے تب جا کر سےگرےٹ اور تمبا کا نوشی کا قلع قمع کیا جاسکتا ہے۔ بچوں سے خطاب کرتے ہوئے ڈاکٹر علاقہ بند نے کہا کہ سگرےٹ کا استعمال تب تک کم نہیں ہو سکتا ہے جب تک نہ ہم خود اپنے آپ کو اس سے پچائےں ۔ انہوں نے کہا اس وقت سماج میں ےہ بےماری سب سے زےادہ ہمارے بچوں میں لگی ہے کےونکہ ےہ بچے سےگرےٹ پےنا اپنے گھروالوں سے سےکھتے ہیں، اگر ان کے گھر میں سےگرےٹ کا ا ستعمال نہیں ہو گا تو ےہ بچے بھی اس کا استعمال کرنے سے گریز کرےں گے۔ انہوں نے کہا کہ سےکرےٹ میں 4سوکمیکل ہوتے ہیں جن کے استعمال کرنے والے کو سرطان ہو سکتا ہے۔

دریائے جہلم کی بقاء پر خطرے کے بادل منڈلارہے ہیں

پانی کا اہم وسیلہ تیزی کے ساتھ سکڑتا جارہا ہے،ماہرین کو خدشات لاحق
سیرنگر:ماحولیات کے لئے کام کرنے والی ایک بین الاقوامی تنظیم نے انکشاف کیا ہے کہ زبرون پہاڑی سلسلے میں واقع 'کولاہوئی گلیشر' گذشتہ40برس کے عرصے میں15سے18فیصدتک سکڑ گیاہے اوریہ صورتحال انتہائی تشویشناک ہے۔یہ گلیشربھارت اور پاکستان میں مقیم کروڑوں لوگوں کے لئے پانی کا ایک اہم وسیلہ ہے اوراسی سے دریائے جہلم میں پانی کی بیشتر مقدار جمع ہوتی ہے۔ذرائع کے مطابق دلی میں مقیم عالمی ماحولیاتی تنظیم ''انرجی اینڈ ریسورس انسٹی چیوٹ'' نے حال ہی میں واشنگٹن میں جاری کی گئی رپورٹ میں کہا ہے کہ درجہ حرارت میں مسلسل اضافے کے سبب جنوبی کشمیر سے بہنے والے دریائے لدر کے پانی کا بنیادی وسیلہ ''کولاہوئی گلیشر'' انتہائی تیزی کے ساتھ پگھل رہا ہے ۔رپورٹ کے مطابق مغربی ہمالیائی خطے میں واقع اس گلیشر کے مسلسل سکڑنے سے مستقبل میں پانی کی دستیابی کے حوالے سے سنگین صورتحال پیدا ہوسکتی ہے کیونکہ جموں کشمیر کے ساتھ ساتھ بھارت اورپاکستان کے متعدد علاقوں میں رہنے والے کروڑوں لوگ پانی کے حوالے سے اسی وسیلے پر منحصر ہیں۔یہ خطہ ہزاروں کی تعداد میں چھوٹے بڑے گلیشروں کا مسکن ہے اور رپورٹ کے منظر عام پر آنے کے بعد ماہرین ماحولیات ان گلیشروں کے بھی تیزی کے ساتھ سکڑنے کا خدشہ ظاہر کررہے ہیں۔اس سلسلے میں مذکورہ ماحولیاتی تنظیم کی طرف سے باضابطہ طور تحقیق عمل میں لائی گئی ہے جس سے یہ بات سامنے آئی ہے کہ گذشتہ چار دہائیوں کے عرصے میں ''کولا ہوئی گلیشر''کا15سے18فیصد حصہ پگھل گیا ہے اور درجہ حرارت میں اضافے کی وجہ سے یہ عمل جاری ہے۔''انرجی اینڈ ریسورس انسٹی چیوٹ''کے ماہرین نے سال2009میں گلیشر کے بارے میں تازہ اعدادوشمار جمع کرنے کے لئے ایک سروے عمل میں لایا جس کے لئے مقامی لوگوں پر مشتمل ایک ٹیم کی خدمات بھی حاصل کی گئیں۔رپورٹ میں کہا گیا ہے کہ مذکورہ گلیشر ہر سال قریب10فٹ(تین میٹر) سکڑ جاتا ہے اور اس رفتار سے گذشتہ40برسوں میں اس کا حجم 15سے18فیصد کم ہوگیا ہے۔رپورٹ کے مطابق ۔ماہرین کے مطابق 1976میںیہ گلیشر13.87مربع کلومیٹر تک پھیلا ہوا تھا جو اب سکڑ کر 11.24مربع کلومیٹر رہ گیا ہے۔ذرائع کے مطابق تنظیم کے ماہرین نے گلیشر کا دورہ کرنے کے بعد اسکی پیمائش عمل میں لائی جس کے دوران یخ میں جگہ جگہ سوراخ کرکے اعدادوشمار جمع کئے گئے۔مقامی لوگوں کی ٹیم کو یہ ذمہ داری سونپی گئی ہے کہ وہ ہر سال گرمیاں ختم ہوتے ہی اسی طرح سے گلیشر کی پیمائش عمل میں لائیںتاکہ آئندہ متواتر طور اس کے بارے میں اعدادوشمار جمع کرنے کاسلسلہ جاری رکھا جائے۔انرجی اینڈ ریسورس انسٹی چیوٹ'' سے وابستہ سرکردہ ماہر شریش تیال کے مطابق کولاہوئی گلیشر پر کی گئی سروے کے بین الاقوامی سطح پر اثرات مرتب ہوسکتے ہیںکیونکہ ابھی تک مغربی ہمالیائی گلیشروں کے پگھلنے سے متعلق قابل اعتبار اعدادوشمار دستیاب نہیں تھے۔انہوں نے کہا کہ چونکہ یہ گلیشر دریائے لدر کے لئے پانی کا بنیادی وسیلہ ہے اور گلیشر کے پگھلنے سے دریا میں جمع ہونے والی پانی کی مقدار کا پتہ لگانا بھی ضروری ہے جس کے لئے ایک 'مانیٹرنگ سٹیشن' کا قیام عمل میں لایا گیا ہے جو ہر روز لدر میں پانی کے بہائو کے بارے میں اعدادوشمار جمع کرتا ہے۔قابل ذکر ہے کہ اس سے پہلے بھی بین الاقوامی ماہرین ماحولیات نے خبر دار کیا ہے کہ درجہ حرارت میں مسلسل اضافے کے سبب جموں کشمیر میں واقع گلیشر دنیا کے دیگر حصوں کے مقابلے میں انتہائی تیزی کے ساتھ پگھل رہے ہیں جس کے نتیجے میں آنے والے وقت میں بھارت ،پاکستان،چین،بنگلہ دیش اور برما میں پانی کی شدید قلت کے خدشات لاحق ہوگئے ہیں۔ماہرین کا یہ بھی کہنا ہے کہ اس صورتحال کے نتیجے میں مستقبل میں ریاست میں بھی پانی کی زبردست کمی کا مسئلہ درپیش ہوسکتا ہے۔کشمیر میڈیا نیٹ ورک کے مطابق اس سلسلے میں امریکہ،برطانیہ،آسٹریلیا اور نیپال سے تعلق رکھنے والے ماہرین ماحولیات کے علاوہ موسمیات اورماحولیات سے متعلق ریاست کے ماہرین نے ریاست میں واقع گلیشروں کی موجودہ صورتحال کے بارے میں اعدادوشمار بھی پیش کئے ہیں جن کے مطابق لداخ خطے کے کرگل ضلع میں72مربع کلومیٹررقبہ پر مشتمل'سُرو بسین 'نامی علاقہ میںکم و بیش300 گلیشر ہیں جن کا16فیصد حصہ پگھل گیا ہے۔ماہرین کا کہنا ہے کہ ریاست کے گلیشرسالانہ0.8مربع کلومیٹر کی شرح سے پگھل رہے ہیں جس کی بنیادی وجوہات درجہ حرارت میں اضافہ اور بارشوں کا کم ہونا ہیں۔بین الاقوامی ماہرین ماحولیات نے کہا ہے کہ زبرون اور سُرو بسین میں واقع گلیشر وں کے دو سسٹم وادی میں پینے کے پانی اور آبپاشی کے بنیادی وسائل ہیں۔کولا ہائی گلیشر دریائے جہلم کے لئے پانی کا بنیادی وسیلہ ہے جبکہ سُرو گلیشرسے نہ صرف دریائے سُرو بلکہ کرگل اور زنسکار وادیوںکو بھی پانی میسر ہوتا ہے۔

219 Kashmiri Pandits killed in 20 yrs: Govt

Jammu, March 23: Government Tuesday disclosed that 219 Kashmiri Pandits were killed during 20 years of turmoil in the State and 34202 KP families migrated from Valley after eruption of militancy. This information was given by Revenue Minister Raman Bhalla while replying to a question posed by senior PDP leader Syed Basharat Bukhari in Assembly.“219 Kashmiri Pandits were killed in Valley since 1989 to 2004. From 2004, no member of KP community has died of militant violence in the State,” said Bhalla.He said an ex-gratia relief of one lakh rupees was disbursed among the next of kith and kin of each victim. “Besides, an amount of Rs 39, 64, 91, 838 has been paid as compensation to the Kashmiri Pandits on account of damage to their properties since the eruption of militancy in the State,” the minister said.Bhalla said a total of 38119 families comprising 104242 souls migrated from Kashmir after eruption of militancy and are registered with Revenue department. “Of the 38119 registered migrant families, 2168 are Muslim families, 1749 - Sikh families and 34202 are Kashmiri Pandit families,” he said.Informing the House that 808 KP families comprising 3445 souls are still living in the Valley, he said, “These families have never migrated”.The minister further said that Rs. 71.95 crores were spent by government in providing relief and other facilities to Kashmiri migrants living in Jammu and other parts in 2007-08, Rs 70.33 crores in 2008-09 and Rs 68.59 crores from 2009 up to January, 2010.About return and rehabilitation of KPs, Balla said, “A committee headed by M L Koul, the then Finance Commissioner Planning and Development department, was formed to prepare an action plan for return and rehabilitation of Kashmiri migrants. In its report submitted to government in 1997-98, the committee had recommended a package of Rs. 2799.11 crores for return of the migrants”.“No action was taken at that time because situation was not conducive for their return. However, with the improvement in the situation, government decided to construct 200 flats at an estimated cost of Rs 22.90 crores at Sheikhpora Budgam in 2004. The construction of 120 flats has been completed and possession of 60 of them has been taken by the department and inspection of other 60 is going on. The construction of remaining 80 flats shall be completed during 2010. Besides, 18 flats have also been constructed through J&K Housing Board at Mattan Islamabad,” the minister informed the House.He said a special package of Rs. 1618.40 crore has been sanctioned by the Government of India for return and rehabilitation of Kashmiri migrants. “Under this scheme, 3000 supernumerary posts have been created, exclusively for migrants, willing to return to Kashmir. These posts have already been referred to recruiting agencies and process for selection of these posts is on”.Bhalla, however, said despite all these rehabilitation packages not a single Kashmiri migrant has returned to Valley.The Revenue minister said 17 temples in Kashmir are under the occupation of troopers.

1105 missing since 1989

Jammu, Mar 23: Jammu and Kashmir Government Tuesday said that 1105 people have disappeared since 1989 across the state.“1105 people are reported to have disappeared since 1989 due to various reasons across the state of Jammu and Kashmir’’, chief minister Omar Abdullah told the state legislative assembly, in a written reply to the question of PDP MLA Abdul Haq Khan.Replying to another query, the government said that ex-gratia relief in 530 cases has been provided to the affected families so far.

سیرنگر} مشہور سیاحتی مقام پہلگام کے مضافات میں ہمالین پہاڑیوں کے بیچو ںبیچ واقعہ ایک درجن سے زائد قدرتی چشمے ماحولیاتی آلودگی اور حکومت کی عدم دلچسپی کی وجہ سے تباہی کے دہانے پر پہنچ چکے ہیں جبکہ ماہرین کا کہنا ہے کہ اگر علاقے میں ماحولیاتی توازن کوبرقرار رکھنا ہے اور ان چشموں کو بچانا ہے تو پھر حکومت کو چاہئے کہ وہ اس سلسلے میں انقلابی اقدامات اٹھائے۔ذرائع کے مطابق سرینگر سے70کلو میٹر دور مشہور و معروف اور خوبصورت سیاحتی مقام پہلگام سے صرف 10یا 15کلو میٹر کی دوری پر ہمالین پہاڑیوں کے بیچوں بیچ ایسے درجنوں قدرتی چشمے ماحولیاتی آلودگی کی وجہ سے آہستہ آہستہ ختم ہونے لگی ہے جس کی وجہ سے مقامی لوگوں کے ساتھ ساتھ ماہرین ماحولیات نے طرح طرح کے خدشات کا اظہار کیا ہے۔ نمائندے کے مطابق پہلگام کے گھنے جنگلات کے عقب میں واقعہ یہ قدرتی چشمے جن میں سورج لیک، طلین ، اندر ناگ ، سونہ سر ، ششہ ناگ، ہری بھگونی، منورسر، دتسرچشموں کے علاوہ پتری ناگ، تارسر اور مارسر چشمہ شامل ہیں کا پانی نہ صرف دریائے لدر کا ذریعہ ہے بلکہ ان چشموں اور جھیلوں کا پانی ہارون، وڈون اور سونہ مرگ علاقوں کا بھی ذریعہ ہے اور اس پانی سے مقامی سیاحوں کے علاوہ بیرون ریاست اور بیرون ممالک سے آئے ہوئے ہزاروں کی تعداد میں سیاح ہر سال لطف اندوز ہو جاتے ہیں، اس کے علاوہ ان قدرتی چشموںکا پانی پہلگا م اور اس کے مضافات میں درجنوں دیہات کے کسان کھیتی باڑی کے لئے استعمال کرلیتے ہیں جبکہ ان چشموں سے نکلنے والے پانی سے سینکڑوں ایکڑ اراضی بھی سراب ہوجاتی ہے۔ مقامی لوگوں نے نمائندے کو بتایا کہ اگر یہ قدرتی چشمے حکومت کی عدم دلچسپی اور ماحولیاتی آلودگی کی وجہ سے خطرے میں پڑ گئے تو اس سے نہ صرف پہلگام اور اس کے گردونواح میں ماحولیاتی توازن بگڑ جائیگا بلکہ ہزاروں کنال ذرعی اراضی پوری طرح بنجر میں تبدیل ہو جائیگی جس سے کسانوں کی ایک بڑی تعداد فاقہ کشی پر مجبور ہو جاینگے۔ماہرین کا ماننا ہے کہ اگر ان قدرتی چشموں کی دیکھ ریکھ اور صفائی کیلئے حکومت نے فوری طور سنجیدہ اقدامات نہیں اٹھائے تو پھر نہ صرف ان چشموں اور جھیلوں کا وجود پوری طرح خطرے میں پڑ جائیگا بلکہ پوری دنیا کے ساتھ ساتھ ہماری ریاست کو گلوبل وارمنگ کا مسئلہ جو درپیش ہے اس میں بھی اضافہ ہو جائیگا جس سے براہ راست یہاں کے لوگ متاثر ہونگے۔شہرہ آفاق پہلگام میں ماحولیاتی توازن کو برقرار رکھنے اور آبی ذخائر وں کی تحفظ اور دیکھ ریکھ پر کام کر رہی مقامی انجمنوں نے بتایا کہ ہر سال ہزاروں کی تعداد میں مقامی اور بیرونی ریاستوں سے سیاح مشہور اور خوبصورت سیاحتی مقام پہلگام کی پر کشش فضائوں سے لطف اندوز ہوجاتے ہیں اور ساتھ ہی ساتھ سیاحوں کی ایک بڑی تعداد ان قدرتی چشموں کانظارہ دیکھنے کیلئے آتے جاتے ہیں لیکن ان چشموں کے گردونواح میں پالتھین اور دیگر مضر چیزوں کی موجودگی سے ان چشموںکو زبردست خطرہ لاحق ہو گیاہے اور اگر حکومت نے مقامی لوگوں اور دیگر انجمنوںسے مل کر ان کی بیچ بچائو اور تحفظ کیلئے فور ی طور سنجیدہ اقدامات نہیں اٹھائے تو پھرپہلگام اور اس کے گردونواح میں ماحولیاتی توازن کو برقرار رکھنا مشکل ہی نہیں بلکہ نا ممکن بن جائیگا۔ انہوں نے حکومت سے مطالبہ کیا کہ پہلگام کے گھنے جنگلات میں واقعہ ان درجنوں چشموں کی دیکھ ریکھ کا کام پہلگام ڈیولپمنٹ اتھارٹی کو دیا جائے یا لائوڈا طرز پر پہلگام میں بھی ایک ادارہ قائم کیا جائے۔ 90 سالہ ایک بزرگ شہری عبدالعزیز نے بتایا کہ اگر ان جھیلوں اور چشموں کوبچانا ہے تو پھر حکومت کو چاہئے کہ وہ ان قدرتی چشموں کو سیاحتی نقشہ پر لائے اور ان کی دیکھ ریکھ کیلئے علیحدہ ادارہ قائم کرے تب ہی پہلگام اور اس کے گردونواح میں ماحولیاتی توازن برقرار رکھا جا سکتا ہے۔

Srinagar, Mar 22: Unabated poaching of migratory birds by professional hunters in collusion with some officials was going on unabated in various wetlands of the Kashmir, highly placed sources said.Voicing concern over the reckless hunting of the migratory birds, wildlife experts have rue that it could have serious ramifications on the inflow of the birds in coming years and subsequently affect the Valley’s eco-system. Owing to its location at the western extremity of Himalayas, Wullar and its associated satellite wetlands including Hokersar, Shallabugh and Haigam have been important flyways and staging ground for migratory birds including shorebirds, gadwall, cranes, ducks, geese, pintails which migrate to the Valley to ward off the extreme cold in their summer homes in Siberia and Central Asia.Official sources told Greater Kashmir that poaching was going on in Wullar, Hokersar and its adjoining wetlands without any interference. “The poachers stay in the wetlands and shoot and kill 300-400 birds per day on an average. The birds particularly grey lag goose has huge demand and is sold at exorbitant rates in market. The poachers have placed snarls across the Hokersar and Wullar to catch the birds,” they said.Experts said due to massive deterioration of other wetlands, Hokersar has emerged as a wetland with high-density waterfowl population. “As the birds are present in large numbers in Hokersar, it is easy for the poachers to kill them in Hokersar. With the increase in temperature the birds have started to gradually move to their native places, the poachers have intensified their activity to kill maximum number of the winged visitors,” they said.Wildlife experts said due to increased poaching and deterioration of the wetlands, many species of birds including bar-headed geese and Siberian Crane have stopped to visit the Valley wetlands. The wetland within Jhelum including Wullar used to receive seven out of 53 globally threatened water birds and wetland birds. None of these species have been observed arriving in the Valley for the past a few years.“Due to increased human interference in Valley wetlands, the migratory birds are moving to wetlands in other countries. The unabated poaching of birds could have serious ramification on inflow of migratory birds in coming years and subsequently affect the Valley’s eco-system. Government needs to set up a special force and give stringent punishment to poachers to check hunting, “said Abdul Rashid Wani, a prominent wildlife expert.The Wildlife Warden Wetlands, GM Lone said the department has put the anti-poaching measures in place. “We have managed to control 90 percent of poaching in the wetlands,” he said. However he maintained that the department was understaffed. “I have only nine guards for monitoring an area of 13 sq kms. We will be utilizing services of more men to make full-proof measures against poaching,” he added.Pertinently with the eruption of militancy, hunting of birds and wildlife animals was banned in early 90s in the Valley. The legalized hunters had to deposit their guns in the respective police stations. However, the tirade against the winged visitors continued due to official patronage.Incidentally in 1997, the former Indian Cricketer Mansur Ali Khan Pataudi and his better half actress Sharmila Tagore had reportedly shot some 100 migratory birds in Kashmir’s Hokersar wetland. The duo was on a visit to Kashmir on invitation of then chief minister, Dr Farooq Abdullah. Though the move had evoked severe criticism, the duo had managed to get away using political clout, sources said.

پار مقیم نوجوانوں کی واپسی ،پاکستان کی آمادگی شرط

ماہ مئی میں نئی دلی کا منصوبہ منظر عام پر آئے گا
جموں سرحد پار مقیم نوجوانوں کی واپسی اور باز آباد کاری سے متعلق منصوبے کو حتمی شکل دی جا رہی ہے اور اس کی تفصیلات مئی کے مہینے میں منظر عام پر آنے کا امکان ہے ۔تاہم اس سلسلے میں حکومت پاکستان کی آمادگی کے بعد ہی قریب 3000نوجوانوں کی گھر واپسی کی راہ ہموار ہو گی ۔اس دوران سیکورٹی ایجنسیوں نے پاکستانی زیر انتظام کشمیر میں مقیم کشمیری نوجوانوں کی واپسی کیلئے 5مراحل پر مشتمل طریقہ کاروضح کیا ہے جس کے تحت واپسی کے خواہشمند نوجوانوں کے والدین کو ریاستی پولیس سے رابطہ قائم کرنا ہو گا جس کے بعد سرحد پار موجود نوجوانوں کے بارے میں چھان بین عمل میں لائی جائے گی اور ان کے خلاف درج کیسوں کا جائزہ لیا جائے گا ۔باوثوق ذرائع سے معلوم ہوا ہے کہ ریاستی حکومت مظفر آباد اور پاکستانی زیر انتظام کشمیر کے دیگر علاقوں میں مقیم نوجوانوں کی گھر واپسی اور باز آبادکاری کی پالیسی مرتب کرنے میں مصروف ہے اور اس حوالے سے محکمہ داخلہ کے سینئر افسران کے ساتھ ساتھ قانونی ماہرین کی مدد بھی حاصل کی جا رہی ہے ۔ان نوجوانوں کی واپسی سے متعلق پالیسی کا اعلان وزیر اعلیٰ عمر عبداللہ نے فروری کے مہینے میں کیا تھا جس کی مرکزی وزیر داخلہ پی چدمبرم نے اعلاناً تائید کی تھی۔ذرائع کا کہنا ہے کہ اس سلسلے میں ریاستی حکومت کے ذریعے مذکورہ پالیسی کے خد و خال مرتب کئے جا رہے ہیں جس کے بعد یہ ایک دستاویز کی صورت میں باضابطہ طور پر مرکزی حکومت کو پیش کیا جائے گا۔ذرائع نے مزید بتایا کہ سرحد پار نوجوانون کی واپسی اور باز آباد کاری کا حتمی خاکہ ریاستی اور مرکزی حکومتوں کے درمیا ن باضابطہ صلاح مشورے کے بعد ترتیب دیا جائے گا۔ذرائع کا کہنا ہے کہ اس بات کا قوی امکان ہے کہ پالیسی کی تفصیلات رواں سال کے ماہ مئی میں منظر عام لائی جائیں گی ۔البتہ ذرائع کا کہنا ہے کہ فل پروف پالیسی مرتب کرنے سے قبل اس ضمن میں تمام پہلوئوں کو مد نظر رکھا جائے گا جس کے بعد ہی اس کی تفصیلات کو منظر عام پر لایا جائے گا۔ذرائع نے مزید بتایا کہ سرحدس پار مقیم لگ بھگ3000نوجوانوں کی واپسی صرف تب ہی ممکن ہو پائے گی جب اس میں حکومت پاکستان کی رضا مندی شامل ہو گی ۔اس سلسلے میں پالیسی کا حتمی دستاویز مرتب ہونے کے بعد یہ معاملہ پاکستان اور پاکستانی زیر انتظام کشمیر کے حکام کے ساتھ اٹھایا جائے گا اور ان کی منظوری کے بعد ہی اسے عملی جامہ پہنایا جاسکتا ہے۔ کشمیر میڈیا نیٹ ورک کے مطابق اس سلسلے میں وزارت داخلہ کے معتبر ذرائع کا کہنا ہے کہ پاکستانی زیر انتظام کشمیر کے مختلف علاقوں میں مقیم ایسے کشمیری نوجوانوں کی گھر واپسی کی راہ ہموار کرنے کیلئے تکنیکی پہلوئوں کو حتمی شکل دینے کا عمل شروع کر دیا گیا ہے جو گھر واپس لوٹ کر تشدد ترک کرتے ہوئے پر امن زندگی گذارنا چاہتے ہیں ۔ذرائع کے مطابق اس اہم معاملے پر مرکزی وزیر داخلہ پی چدمبرم نے ریاست کے وزیر اعلیٰ عمر عبداللہ کے ساتھ مسلسل کئی ماہ تک قریبی تال میل رکھتے ہوئے اس منصوبے کو منظوری دی ہے ۔دونوں لیڈران نے اس ضمن میں اعلیٰ سطح پر صلاح مشورے کئے ہیں جن کی روشنی میں گذشتہ دنوں وزیر داخلہ نے وزیر اعلیٰ کی تجویز کی تائید و حمایت کی ۔معلوم ہوا ہے کہ مشاور ت کے دوران وزیر اعلیٰ اس بات پر زور دیتے رہے ہیں کہ سرحد پار مقیم نوجوانوں کیلئے عام معافی کا اعلان اعتماد سازی کا ایک اہم اور بڑا قدم ثابت ہو سکتا ہے۔ذرائع نے مزید بتایا کہ 5سال قبل بھی اس طرح کے ایک منصوبے پر غور کیا گیا تھا لیکن اسے عملی جامہ نہیں پہنایا گیا تاہم انٹیلی جنس ایجنسیوں کی طرف سے ان اطلاعات کے بعد کہ سرحد پار متعدد کشمیری نوجوان اپنے گھروں کو لوٹنا چاہتے ہیں ، مرکزی حکومت نے اس منصوبے کو ہری جھنڈی دکھائی ہے ۔ذرائع نے مزید بتایا کہ خفیہ اداروں کی طرف سے وزارت داخلہ کو فراہم کردہ اطلاعات کے مطابق لائن آف کنٹرول کے اُس پار کشمیری نوجوانوں کی خاصی تعداد گھر واپس لوٹنے کی متمنی ہے اور اس سلسلے میں کئی نوجوان بنگلہ دیش اور نیپال کی سرحدوں کے اُس پار انتظار کر رہے ہیں ۔مانا جا رہا ہے کہ عام معافی کی پالیسی کو عملی جامہ پہنانے سے 2000سے زائد نوجوانوں کی واپسی ممکن ہو سکتی ہے جو1990ء میں ہتھیاروں کی تربیت حاصل کرنے کی غرض سے سرحد پار گئے تھے اور اب بندوق کے بغیر واپس لوٹنا چاہتے ہیں ۔ذرائع کے مطابق کشمیری نوجوانوں کی گھر واپسی کے بارے میں سیکورٹی ایجنسیوں نے اعلیٰ سطح پر صلاح مشورہ کرنے کے بعد جو طریقہ کار وضع کیا ہے ،اس کے تحت سرحد پار مقیم نوجوانوں کے ماضی کی پولیس کے ہاتھوں چھان بین کے بعد ہی انہیں ہری جھنڈی دکھائی جائے گی۔معلوم ہوا ہے کہ نوجوانوں کے خلاف وادی کے مختلف پولیس اسٹیشنوں مین میں درج مجرمانہ سرگرمیوں سے متعلق کیس فوری طور پر واپس نہیں لئے جائیں گے اور نہ ہی انہیں سرکار کی طرف سے باز آباد کاری کیلئے نقد رقم دی جائے گی بلکہ انہیں حکومت کی طرف سے مختلف تکنیکی زمروں میں مختصر مدت کی تربیت فراہم کی جائے گی تاکہ وہ اپنا روزگار خود کما سکیں ۔ذرائع کا کہنا ہے کہ ان نوجوانوں کے خلاف غیر قانونی طور لائن آف کنٹرول عبور کرنے کے علاوہ دیگر کیس بر قرار رہیں گے تاہم حکومت اس ضمن میں نرم رویہ اختیار کرتے ہوئے اُن کے کیسوں کا از سر نو جائزہ لے گی جس کے دوران ان کے چال چلن کو مد نظر رکھا جائے گا ۔کشمیر میڈیا نیٹ ورک ذرائع کے مطابق جو لوگ اپنے بچوں کو گھر واپس لانا چاہتے ہوں ،انہیں جموں کشمیر پولیس کے سی آئی ڈی شعبے کے ڈپٹی انسپکٹر جنرل سے رابطہ قائم کرنا ہو گا جس کے بعد اس حوالے سے دستاویزات تیار کرنے کا عمل شروع ہو گا۔بعد میں نوجوانوں کے خلاف درج کیسوں کے ساتھ ساتھ ان کے ماضی کے بارے میں مکمل چھان بین عمل میں لائی جائے گی اور مختلف سیکورٹی ایجنسیوں کی منظوری کے بعد ہی ان کی واپسی ممکن ہو پائے گی۔ذرائع کے مطابق اس عمل کے دوران اس بات کا خاص خیال رکھتے ہوئے باریک بینی سے ویریفکیشن کی جائے گی کہ گھر واپسی کی آڑ میں کوئی سرگرم جنگجو وادی نہ آنے پائے ۔معلوم ہوا ہے کہ ان نوجوانوں کی شناخت ،ڈی بریفنگ ،باز آباد کاری اور یہاں کے سماج میں دوبارہ شمولیت کا عمل مکمل کرنے کیلئے کئی مہینوںکا وقت درکار ہو گا ۔ذرائع کے مطابق سرحد پار مقیم نوجوانوں کی انسانی بنیادوں پر واپسی اور باز آباد کاری کی تجاویز پر مئی 2006ء میں اُس وقت غور کیا گیا تھا جب وزیر اعظم ڈاکٹر من موہن سنگھ نے سرینگر میں دوسری گول میز کانفرنس کی صدارت کی تھی لیکن اس وقت یہ معاملہ آگے نہیں بڑھ سکا۔

Srinagar, Mar 21: Kashmir’s gun manufacturing industry is battling for survival.Out of several gun manufacturing factories in Kashmir only two have survived. Established in the early years of the last century, the factories would manufacture and sell their products - 12 bore Single Barrel and 12 bore Double Barrel rifles - to the foreigners, tourists and locals who had a passion for hunting birds and wild animals.Almost 100 years later, there is a ban on hunting, a stringent procedure to procure license for these guns, a government regulation which limits the number of guns manufactured from these two factories to 840 a year.A few minutes walk from a main road in downtown, past one of biggest graveyard, which is dotted with hundreds of stones epitaphs that mark the dead, is a century-old gun manufacturing factory.Outside the factory, which is housed in a residential locality, Zahoor Ahanger and Nasir Hayat spend the afternoon under the early spring sun and gossip about anything that comes their way.Ahanger, 35, and Hayat, 32, are cousins, Science graduates and gunsmiths. For the last several years these two cousins, along with four others who are the partners in this factory, are living on meagre amount of money they get from selling 300 guns that they manufacture each year.They inherited this craft of making guns from their fathers. Their great-grandfather Muhammad Subhan Ahanger had established The Subhana Sons Gun Manufacturers factory in 1925.Soon after establishing the factory, the business started to flourish as foreigners and locals would swarm to this place to buy guns for hunting birds and wild animals, says Ahanger. His claim is testified by Bashir Ahmad, 63, who has worked at the factory since he was a teenager.“That time we were having good business. A lot of people would come and buy guns,” said Ahmad, who now is a veteran gunsmith.Inside the factory office, which is a dark room with three dusty chairs and a black telephone out of service due to non-payment of bill, Hayat blames government’s apathy for the economic downfall they are facing.He says that government has permitted them to manufacture only 300 guns in a year and says the production quota has not been increased despite repeated pleas from them. “We do not demand jobs from the government. We only demand increase in the quota. They permit us to manufacture only 300 guns each year, if government increases this to a few thousand, then we can engage more and more people with this trade which will mean more livelihood,” says Hayat, who joined the family enterprise soon after he finished graduation in Environmental Science.A kilometre away from this Subhana’s is another gun manufacturing factory. Nazir Zaroo, 47, is the owner of Zaroo Gun Factory and has also inherited this craft from his ancestors. Even though he is permitted to manufacture 540 guns each year, he says the market demand is lot and supply is little.Zaroo also blames government apathy for his discontent and anger - both of which are visible when he talks.“They (government) are not helping us at all. Our record in the last 20 years is clear. We are not involved in any unlawful activity and the guns we manufacture have never been found related with any militant activity, yet, the government is not helping us grow as an industry,” says Zaroo. “We sell guns to only those who have the license issued by the government.”Records available with police acknowledge Zaroo’s claim that no gun manufactured from these factories was found with militants. “There has been no such case where we have found militants using these guns,” said Inspector General of Police, Kashmir, Farooq Ahmad.In recent years, both these factories have been selling a major chunk of their production to buyers outside the state. Growth in the number of private security firms in valley, providing armed personnel to guard banks and other places have also widened the market for the Valley’s gun manufacturers.When asked why government is not increasing the production quota of these factories, JK Industries Minister, Surjeet Singh Salathia said that his ministry has nothing to do with these factories. “They (factories) are not in my ministry. I have nothing to do with them,” he said.Meanwhile, Ahanger and Hayat have started to lose hope and if the situation continues to be like this, they say, in two or three years they might be forced to close this 85-year-old gun factory and look for other options to survive.

سرینگر//معروف ہندوستانی انگریزی میگزین ’دی ویک‘ کے کشمیر سے تعلق رکھنے والے سینئر نامہ نگار سید نزاکت حسین جنوبی ایشیا کے پہلے صحافی بن گئے ہیں جنہیں تحقیقی رپورٹنگ میں کارہائے نمایا انجام دینے کےلئے 2010ڈینیل پرل ایوارڈ کےلئے نامزدکیا گیاہے۔ وادی کے کوکرناگ علاقہ سے تعلق رکھنے والے سید نزاکت حسین کے دو تحقیقی رپورٹ ’ بھارت کے خفیہ اذیتی مراکز‘ اور ’ٹاپ سکرٹ‘ ، جن میں بھارت میں قائم خفیہ اذیتی مراکز اور دہشت گرد کارروائیوں کے شک میں گرفتار کئے گئے افراد کی پوچھ تاچھ سے متعلق چونکا دینے والے انکشافات کئے گئے تھے، کو اس ایوارڈ کےلئے نامزدکیا گیاہے۔ یہ دونوں رپورٹ ’دی ویک‘میگزین کے کور صفحہ پر شائع ہوئے تھے اور پارلیمنٹ میں موضوع بحث بنے تھے۔23جولائی 2009 کو وزیر داخلہ پی چدمبرم نے پارلیمنٹ کو بتایا تھاکہ وہ ویک میگزین کی رپورٹ کا جائزہ لے رہے ہیں اور اگر یہ ثابت ہوا کہ کسی بھی ریاست میں پولیس و فورسز نے خفیہ اذیتی مراکز قائم کئے ہیںتو ان کے خلاف کارروائی ہوگی۔اس ضمن میں ایک محکمانہ کمیٹی بھی قائم کی گئی تھی۔

سرینگر//ریاست جموں و کشمیر بالخصوص وادی میںشادی شدہ جوڑوں کے ازدواجی رشتوں کے ٹوٹنے اور طلاق دئے جانے کے رجحان میں تشویشناک حد تک اضافہ ہورہا ہے جس کے نتیجے میں سماجی سطح پر سنگین صورتحال جنم لے رہی ہے۔ کشمیر میڈیا نیٹ ورک کے پاس تفصیلات کے مطابق ریاست میںاس وقت ایک ہزار شادی شدی جوڑوں میں9جوڑے طلاق کی راہ راہ اختیار کرتے ہیں جبکہ ریاستی کمیشن برائے خواتین کے پاس اس حوالے سے سال2000سے2007تک کے اعداد وشماربھی انتہائی تشویشناک ہیں۔ اس عرصے میں کمیشن کے پاس قریب800طلاق کے کیسوں کی تفصیلات پہنچی ہیں۔ذرائع سے معلوم ہوا ہے کہ ریاست جموں و کشمیر میں شادی شدہ جوڑوں میں طلاق ہونے کی شرح ہوشربا حد تک بڑھ گئی ہے اور اس سلسلے میں خاص طورپروادی کشمیر سے متعلق اعداد و شمار قابل تشویش ہیں جس کے نتیجے میں شادی شدہ جوڑوں کے ساتھ ساتھ انکے بچوں کی سماجی زندگی انتہائی بری طرح س متاثر ہورہی ہے۔ریاستی کمیشن برائے خواتین کے پاس موجود اعداو شمار سے پتہ چلتا ہے کہ ریاست جموں و کشمیر کے اندر طلاق دینے کی شرح میں بہت حد تک اضافہ ہورہا ہے جس کی وجہ سے سماج گوں نا گوں مسائل سے دوچار ہورہا ہے۔اعدادوشمار کے مطابق اگرچہ 1999 تک کمیشن کو اس طرح کی قلیل یا نہ ہونے کے برابر شکایات موصول ہوئی ہیں۔تاہم سال2000میں جموں میں16اور کشمیر میں11طلاق کے واقعات پیش آئے۔اسی طرح2001میں صوبہ جموں میں16جبکہ وادی کشمیر میں23طلاق کے واقعات پیش آئے۔ اعداد و شمار کے مطابق سال 2002 سے وادی کشمیر میں طلاق کی شرح میں زبردست اضافہ ریکارڈ کیا گیا اور تب سے مسلسل ہر سال طلاق کے واقعات بڑھ رہے ہیں۔اس برس کے دوران جموں صوبے میں صرف23جبکہ کشمیر کے مختلف علاقوں میں146طلاق ہوئے، سال2004میں جموں میں شادی شدہ جوڑوں میں طلاق کے 123جبکہ کشمیر میں137کیس پیش آئے۔ سال2006کے دوران طلاق کے واقعات میں تشویشناک حد تک اضافہ ہوا جس کے دوران صوبہ جموں میں 123جبکہ کشمیر میں137واقعات پیش آئے۔سال2007-08میں صوبہ جموں میں اگرچہ طلاق دئے جانے کی شرح میں کمی واقع ہوئی اور ایسے صرف7معاملات سامنے آئے تاہم کشمیرمیں یہ تعداد123رہی۔ اعدا دوشمار سے معلوم ہوتا ہے کہ گذشتہ ایک دہائی کے دوران وادی کشمیر میں طلاق دئے جانے کی شرح میں بتدریج اضافہ ہورہا ہے جس کے باعث یہاں کا سماج ایک نئے مسئلے سے دوچار ہورہا ہے۔سماجیات کے ماہرین کے مطابق طلاق کی بنیادی وجوہات گھریلو تنازعے ثابت ہوئے ہیں جن میں چھوٹے موٹے معاملات شامل ہیں۔ماہرین کا کہنا ہے کہ وادی میں نا مساعد حالات سے لوگوں میں پیدا ہونے والی نفسیاتی بیماریوں کو بھی طلاق کی ٹھوس وجہ بتایا جارہا ہے جبکہ شادی کے بعد بے روزگاری بھی اسکی ایک وجہ بنتی ہے۔اس طرح کی صورتحال کے منفی نتائج صرف شادی شدہ جوڑوںپر ہی نہیں بلکہ انکے بچوں پر بھی مرتب ہوتے ہیں جنہیں طلاق کے باعث ماں یا باپ کے سایہ سے محروم ہونا پڑتا ہے اور نتیجے کے طور پر انکی ذہنی نشو نما بھی متاثر ہوتی ہے اور وہ سماج کے ذمہ دار شہری کی حیثیت سے ابھرنے سے قاصر رہتے ہیں،انکی تعلیم و تربیت بھی متاثر ہوتی ہے اوروہ روزگار حاصل کرنے میں بھی ناکام ہوتے ہیں۔ اگرچہ سماجی ماہرین طلاق کی وجوہات کے بارے میں سماجی وجوہات بیان کرتے ہیں لیکن دینی علماءطلاق کی بنیادی وجہ دین اسلام سے دوری اختیار کرنا قرار دے رہے ہیں۔علماءکا کہنا ہے کہ اسلامی طریقوں کے مطابق ضابطہ حیات لاگو نہ ہونے سے سماجی مسائل پیدا ہوتے ہیں اور طلاق بھی ان میں ایک بہت بڑا سماجی مسئلہ ہے۔اسلامی اسکالروں کا کہنا ہے کہ اگر ازدواجی زندگی کو اسلامی خطوط پر استوار کیا جائے تو طلاق کے واقعات پر قابل ذکر حد تک قابو پایا جاسکتا ہے لیکن اسکے لئے ضروری ہے کہ شادی شدہ جوڑے اپنے آپ کو اسلامی تعلیمات کے ڈھانچے میں ڈالیں۔

عالمی یومِ آب....جام شیریں سے پلاسٹک بوتلوں تکطارق علی میر

سرینگر//وادی کشمیر، جو کبھی عالمی سطح پر اپنے قدرتی آبی وسائل اور ذخائر کی وجہ سے مشہور و معروف تھی، میں پچھلے چند برسوں سے مختلف کمپنیوں کی طرف سے بوتل بند کئے جانے والے پانی کے استعمال کا رجحان غیر معمولی حد تک بڑھ چکا ہے۔ مبصرین کا ماننا ہے کہ کشمیر کے آبی ذخائر آلودگی سے اتنے متاثر ہو چکے ہیں کہ اب یہ ”امرت کے بجائے“ زہر لگنے لگا ہے۔ جہلم ہو یا جھیل ڈل یا پھر دیگر آبی ذخیرے، ایک سروے کے مطابق سطح زمین پر بہنے والا پانی90فیصد آلودگی کی زد میں آچکا ہے۔ تاریخ کے اوراق کی جب ورق گردانی کی جاتی ہے تو معلوم ہوتا ہے کہ کشمیر کے چشموں سے پھوٹنے والے پانی کی مٹھاس نے نابغہ روزگار لوگوں کو دیوانہ بنایا تھا۔ کئی مغل بادشاہوں سے لے کر ہندوستان کے پہلے وزیراعظم پنڈت جواہر لال نہرو تک کئی حکام چشمہ شاہی سے پانی خصوصی طور دہلی منگواتے تھے لیکن آج صورتحال اس کے برعکس ہے۔ آج کروڑوں روپے مالیت کا پلاسٹک بوتلوں میں بند پانی بیرون ریاست سے کشمیر درآمد کر کے یہاں استعمال کیا جاتا ہے۔ آبی ذخائر کے معروف ماہر ڈاکٹر عبد الرشید کندنگر کا کہنا ہے کہ بالائے زمین پانی کی تو بات ہی نہیں وادی میں 70فیصد زیر زمین پانی بھی آلودگی سے متاثر ہو چکا ہے۔ اُنہوں نے کہا کہ ”کشمیر کے آبائی وسائل کی تاریخ سے واقف کوئی شخص یہ تصور بھی نہیں کرسکتا تھا کہ یہاں کبھی کمپنیوں سے بوتل بند کئے گئے پانی کے استعمال پر ترجیح دی جائے گی“۔ ڈاکٹر کندنگر نے کشمیر عظمیٰ کے ساتھ بات کرتے ہوئے کہا کہ ”پہاڑی سلسلے کی بلندیوں پر واقع آبی ذخائر کسی حد تک اس لئے محفوظ ہیں کیونکہ وہ ابھی تک عام لوگوں کی دست برد سے محفوظ ہیں لیکن میرے مطابق ان میں بھی 4فیصدی آلودہ ہو چکے ہیں“۔ اُنہوں نے کہا کہ اس حوالے سے ایک تفصیلی تحقیق عمل میں لائی گئی ہے، جس کے مطابق جنوبی کشمیر سے بہنے والے دریاﺅں ویشو اور ربنی آرہ بری طرح آلود ہیں اور زیر زمین نکلنے والے پانی میں کیمیائی اور حیاتیاتی آلودگی غیرمعمولی حد تک بڑھ رہی ہے جبکہ شمالی کشمیر میں کاسی پورہ،بونیار اور نورباغ کے آبی وسائل میں مضرصحت کیمیائی شرح میں تیزی سے اضافہ ہورہا ہے۔ رپورٹ کا حوالہ دیتے ہوئے ڈاکٹر عبد الرشید کندنگر نے کشمیر عظمیٰ کو واضح الفاظ میں کہا کہ تاریخی دریائے جہلم اورشہرہ آفاق جھیل ڈل کا پانی کسی بھی طور پینے کے قابل نہیں ہے۔ صورتحال پر تبصرہ کرتے ہوئے سرینگر میونسپل کارپوریشن کے ہیلتھ آفیسر ڈاکٹر ریاض احمد نے کہا ”سرینگر میں اس وقت 5فیصد لوگ وہ ہیں جو پلاسٹک بوتلوں میں بند پانی کو مارکیٹ سے خرید کر پینے کےلئے استعمال میں لاتے ہیں تاہم یہ ہر ایک کی استطاعت میں نہیں ہے“۔ اُنہوں نے کہا کہ ”90فیصد لوگ ایسے ہیں جو کشمیر میں پانی کا استعمال ابال کر کرتے ہیں اور اس سے اندازہ لگایا جاسکتا ہے کہ یہاں کے آبی وسائل کی پاکیزگی پر سے لوگوں کا اعتماد مکمل طور پر اُٹھ چکا ہے “۔ اُنہوں نے کہا کہ وہ دن دور نہیں جب کشمیر کی آبگاہوں کا تذکرہ صرف کتابوں میں نظر آئے گا۔ ماہر ماحولیات ڈاکٹر فیروز احمد شاہ کہتے ہیں کہ ”کشمیر کے آبی وسائل میں آلودگی کی وجہ سے ہم نے کاشر گاڑ(مقامی نوع کی مچھلی) رفتہ رفتہ نایاب ہوتی جارہی ہے“۔ اُنہوں نے کہا کہ مقامی مچھلیاں صرف صاف و شفاف پانی میں ہی نشو و نماپ اتی ہیں لیکن اب جبکہ یہ آبگاہیں آلودگی کی زد میں آچکی ہیں، سب سے پہلی ضرب کشمیری مچھلی پر پڑی“

Surrendered militants threaten protest

Kupwara, Mar 20: About 150 to 200 surrendered militants of this frontier district have threatened to launch a protests against para-military CRPF authorities for their alleged step-motherly treatment to them in special recruitment drive. The drive was held at Humhama Training Centre Srinagar from March 15 to 18 to fill up more than 250 vacancies reserved for surrendered militants of Kashmir region. “More than 500 ex-ultras were screened and called by CRPF authorities for physical measurement test after getting verification reports from CIK, and CID wings of Jammu and Kashmir police from Kupwara, Varmul, Bandipora, Ganderbal, Islamabad, Kulgam and Pulwama districts. But the authorities dropped the screened eligible candidates (surrendered militants) one by one over one pretext or the other. Recruiting officers were in no mood to select us,” a delegation of surrendered militants told Greater Kashmir. Shabir Ahmad from Kupwara said that he qualified physical tests and all other formalities. “”But at the eleventh hour I was told that I was falling short of just half a kg. In AJK I had undergone an advanced commando training besides four years arms training.” Another aspirant, Ijaz Ahmad said that he was disqualified over the pretext that his age was not matching with the age shown in his date of birth certificate. The ex-militants accused the government of cheating them in the name of “rehabilitation” policy where they were promised jobs and stipend after surrender. “When we surrendered we were promised a job and stipend of Rs 2 lacs. But it all proved a hoax. If the same treatment continues we will be forced to join militancy once again,” threatened Tufail Ahmad a former militant of Lolab who surrendered before the Army in 2008. “Due to non-implementation of rehabilitation policy we are not able to feed our families. We are scared to move out of homes to earn livelihood,” he added. The Public Relations Officer, CRPF, Prabhakar Tripathi said, “the recruitment drive was held strictly according to guidelines and prescribed criteria.” “We will soon launch drive to fill the back-log quota,” he added.

وادی میں خو دکشی کی وارداتوں میں اضافہ

سیرنگر:ترال میں تین نابالغ بچوں کے باپ ، شوپیاں میں بارہویں جماعت کے ایک طالب علم جبکہ اننت ناگ میں ایک غیر ریاستی گھریلو نوکر نے خود کو پھانسی پر لٹکا کر اپنی زندگیوں کا خاتمہ کر دیا ۔ادھر صفا پورہ گاندربل میں پولیس نے پر اسرار حالات میں ایک عدم شناخت لاش بر آمد کی ۔ترال میں آج صبح واگڈنامی گائوں میں اُس وقت سنسنی پھیل گئی جب مقامی لوگو ں نے45سالہ بشیر احمد ڈار ولد محمد شعبان نامی شہری کی لاش ایک کھیت میں اخروٹ کے درخت سے لٹکتی ہوئی پائی۔ اس دوران پولیس کو معاملے کی اطلاع دی گئی اور پولیس نے مذکورہ شہری کی لاش کو اپنی تحویل میں لیکر اُس کا پوسٹ مارٹم کرایا اور لاش ورثا کے سپرد کی ۔مقامی لوگوں کے مطابق مذکورہ شہری صبح 10بجے گھر سے نکلا تھا جس کے بعد اس نے نزدیکی کھیت میں ایک مضبوط رسی کے سہارے خود کو پھانسی پر لٹکا دیا ۔معلوم ہوا ہے کہ بشیر احمد ڈار انتہائی غربت کی زندگی گذار رہا تھا اور غالباً غربت سے تنگ آکر ہی اُس نے اپنی زندگی کا چراغ گل کر دیا۔پولیس کا کہنا ہے کہ مذکورہ شہری کا دماغی توازن بھی ٹھیک نہیں تھا ۔وہ اپنے پیچھے 2نا بالغ بیٹیاں اور ایک بیٹا چھوڑ گیا ۔اُس کی موت سے علاقہ میں صف ماتم بچھ گئی ہے اور پولیس نے اس سلسلے میں دفعہ 174سی آر پی سی کے تحت کیس رجسٹر کر کے تحقیقات شروع کر دی ہے ۔ادھر شوپیان میں گذشتہ شب سیدھو نامی علاقہ میں اُس وقت کہرام مچ گیا جب علاقہ میں اشفاق مجید لون ولد عبدالمجید نامی بارہویں جماعت کے طالب علم کی خود کشی کی خبر جنگل کے آگ کی طرح پھیل گئی ۔پولیس کے مطابق اشفاق مجید نے خود کو اپنے گھر میں ہی پھانسی پر لٹکا دیا اور اپنی زندگی کا خاتمہ کر دیا۔بعد میں پولیس نے اس کی لاش کو اپنی تحویل میں لے لیا اور قانونی لوازمات پورا کرنے کے بعد لاش لواحقین کے حوالے کی ۔اشفاق مجید کی موت سے علاقہ بھر میں ماتم کا ماحول ہے اور پولیس معاملے کی تحقیقات کر رہی ہے تاہم فوری طور پر یہ معلوم نہیں ہو سکا کہ اس نے کن وجوہات سے تنگ آکر اپنی زندگی ختم کر دی۔شام دیر گئے ملی ایک اطلاع کے مطابق گلشن آباد اننت ناگ میں اُس وقت سنسنی کا ماحول پیدا ہوا جب ڈاکٹر نذیر احمد میر ساکن نزدیک پاورہائوس کے گھر میں کام کررہے گھریلو نوکر 21سالہ گوندر کمار ولد تلو چودھری ساکن بہار نے مکان کی دوسری منزل میں خود کو پھانسی پر لٹکادیا۔واردات کے وقت گھر میں کوئی موجود نہیں تھا اور پولیس کی ایک ٹیم نے جائے واردات پر پہنچ کر لاش کو اپنی تحویل میں لیا اور اس کا پوسٹ مارٹم کرایا۔فوری طور پر اسکی خود کشی کی وجہ معلوم نہیں ہوسکی ،لیکن پولیس نے اس ضمن میں کیس درج کرکے چھان بین شروع کی ہے۔دریں اثناء پولیس ذرائع کے مطابق آج صبح گرٹہ بل بڈنار صفا پورہ کے مقامی لوگوں نے ایک کھیت کے نزدیک لاش دیکھ کر پولیس کو اطلاع دی جس کے بعد پولیس نے لاش کو اپنی تحویل میں لے لیا ۔ذرائع کا کہنا ہے کہ یہ لاش کسی مرد کی ہے جس کی فوری طور پر شناخت نہیں ہو سکی ہے ۔لاش کو شناخت کیلئے پولیس پوسٹ صفا پورہ میں رکھا گیا ہے۔پولیس کے مطابق لاش پر ظاہری طور زخم کا کوئی نشان نہیں ہے اور معاملے کی تحقیقات شروع کی گئی ہے ۔

JK has 6 lakh disabled persons: Study

Srinagar, Mar 20: An alarming situation for the state of Jammu and Kashmir since a report has revealed that there were more than six lakh disabled people with almost 50 percent of them having permanent disability. According to the research conducted by noted Sociologist, Dr Bashir Ahmad Dabla, there were 3,43,632 males and 2,61,708 females with one or other type of disability. While a major chunk 4,59,436 among them live in rural areas and 1,45,904 live in urban areas. “3,02,670 person have total disability while 2,08,713 had disability in seeing followed by 37,965 having disability in movement. There are 24,879 people with mental disabilities followed by 16,956 with disability in speech and 14,157 in hearing,” it reveals. On mental health and movement disabilities, the research says: “The figures about movement and mental disability decade ending 2001 seem underscored. This is more correct about the figures, which may come up about the decade following 2001. It is because of prevalence of armed conflict in the Kashmir region and its physical and psychological implications in the last decade.” “It was in this background that while general hospitals received exceptionally higher number of movement disabilities, the sole psychiatric hospital in Kashmir experienced unusual rush of mental health patients. The local experts in the field revealed in the recent years that one out of every 6 - 7 Kashmiris face one or the other psychological problem/s seriously,” it added. Among the permanent disabled persons, the research reveals, that 1,21,162 were literates while 1,81,508 were illiterates. “While 93,228 among disability in seeing persons were literates, 1,15,485 were illiterates. Among movement and mental disability persons, 13,362 and 7,778 were literates and 24,206 and 17,091 were illiterates respectively.” However, the alarming aspect of the research is comparison with other states. While the national average of disabilities was 2.12 percent, Jammu and Kashmir has 3 percent disabled persons.
“It seems realistic to compare the disability scene in J&K with Punjab [which also faced the militancy situation in 1980s], Himachal Pradesh [which shares the hilly and demographic character with J&K], and Chandigarh [a relatively stable and peaceful area]. While Punjab has only 1.74 percent disabled population, Himachal has 2.56 percent and Chandigarh 1.72 percent,” the research revealed. “The levels of disability can be explained in terms of contributing factors which include dietary inputs, health profile, and hereditary reasons and so on. But, the highest levels of disability in J&K can be explained in terms of militancy situation, especially in the increasing cases of movement disability and mental disability,” it added. The border districts in J&K face extreme form of disability. Varmul and Poonch districts had 3.87 percent and 3.80 percent cases while Doda had 3.29 percent, Kupwara 3.25 percent and Rajouri 3.15 percent. Prof Dabla said during last one decade, the state faced extreme form of violence. “So, there is every possibility of heavy increase in the injured persons. Consequently, this had led to highest level of disabled persons. This will certainly reflect in the next census to be carried out in 2011,” he added.

597324 kanal land under troopers occupation: Govt

Jammu, Mar 15: Disclosing that at least 597324 kanal and 3 marlas of land are still under their occupation for which no rent has been paid, the government ruled out revocation of AFSPA till militancy prevailed and stated that 334 persons have been booked under Public Safety Act (PSA) from January 5 to February 2010.The data was released by Chief Minister Omar Abdullah, who is also the home minister in Assembly during the ongoing budget session through a written reply to a query raised by senior PDP leader Abdul Rehman Veeri. He said that 597324 kanals and 3 marlas of State land was still under occupation of troopers. “No rent has been paid for it,” he said. The data further revealed that 334 persons were booked under Public Safety Act from January 5, 2009 to February 14, 2010. “These include 178 local militants, 31 separatists, 29 timber smugglers, 62 foreign militants, 28 illegal border crossers and six Bangladeshi nationals,” it read. PSA, according to government, is slapped to prevent a person from acting in a manner prejudicial to the security of the state or to the maintenance of public order or for the prevention of timber smuggling. “It is also used for regulating the continued presence of foreigners and PaK residents with a view to expel them from the State. There is no question of detaining any person under PSA for a minor offence,” the government said. The government further disclosed that infiltration has increased by 98 percent in 2009 as compared to 2008.

Regarding violence, the government said that overall security scenario has improved during last two years. “499 incidents of violence occurred in 2009 and 465 persons were killed from January 1, 2009 to March 1, 2010. The dead included 98 civilians, 92 troopers and 275 militants,” the figures revealed. The government maintained that AFPSA will not be revoked till threat of militancy prevails in the state. “The security situation is constantly under review and revocation of AFPSA will be considered as and when the threat of terrorism in the state becomes insignificant,” he said.

For just seventy five lakh was sold to Maharaja Gulab Singh, an area of 84,471 sq. miles and 2½ million people along with their hopes, aspiration, dreams and all that was essential for their moral, intellectual and economic growth. Such a heinous crime was unheard of in civilized world when an entire nation was sold like dumb driven cattle . It was altogether an outrageous, shameful affair devoid of all sense of fairness, righteousness and equity. Raja Gulab Singh of Jammu had joined Maharaja Ranjit Singh at a young age and by dint of his capabilities had risen to a very high rank in his (Ranjit Singh) Durbar. Soon after the death of Maharaja Ranjit Singh in 1839, the Lahore Durbar spiraled into a period of factional infighting. These circumstances not only provided Gulab Singh who by now had started dreaming of carving out a kingdom for himself with his opportunity but also drew the attention of East India Company. In order to satiate his lust for ill begotten kingdom and power, Gulab Singh maintained cordial and friendly terms with the British whom he foresaw as the future masters of the whole of India. As a shrewd but unscrupulous adventurer Gulab Singh had already helped the British in their war against the Afghans in the north western frontier in 1841. In Nov 1845, the first Anglo-Sikh war broke out between the Sikhs and the British at Sobraon. The Sikh nobles requested Gulab Singh to help and lead them, but Gulab Singh adopted dilly-dallying tactics as he was not interested in helping the Sikhs to whom he owed his allegiance previously. In the words of William Edward, “Gulab Singh urged the army not to attempt attacking the British until he joined them and this he avoided doing, on one or the other pretext, knowing well that in due time the British would attack and capture the positions at Sobraon. (Reminiscences of Bengal). The war was fought and the Sikhs lost the day primarily because of Gulab Singh’s treachery. His alliance with the British was of capital importance in turning the tide against the Sikhs. Gulab Singh was munificently rewarded for his treachery to the Lahore court which eventually paved the way for establishment of the Dogra state in the north of India. The British East India Company held the Sikhs responsible for the war and demanded a war indemnity of Rs 1.5 crore. The Lahore durbar whom the British Govt perceived as a constant menace and wanted to weaken was neither inclined nor in a position to pay so much and this provided the British an opportunity to execute their nefarious design. The plan was that “if the Sikh durbar offers Kashmir instead of the payment of 1.5 crore. To accept the offer, and transfer Kashmir to Gulab Singh in payment of the compensation necessary” (Rippon Paper 1846). In line with British expectation, the Sikh durbar offered to cede territories between the River Beas and Sutlej in lieu of Rs 1.5 crore and the British Govt accepted this offer readily. Subsequently on March 9 1846, the Lahore Treaty was signed between the British and the Raja Dhuleep Singh of Lahore. Among other things provided for in this treaty, it was stipulated that Raja Gulab Singh would be recognized as an independent sovereign in such territories and districts in the hills as may be made over to the said Raja by a separate agreement between him and the British Government.Subsequently “Treaty of Amritsar” notoriously known as “Sale deed of Kashmir” was concluded between Raja Gulab Singh and the British Government on March 16, 1846 at Amritsar. By this infamous Treaty of Amritsar the British Government sold for ever to Maharaja Raja Gulab Singh and the heir’s male of his body, the State of Jammu and Kashmir for seventy five lac of rupees (Nanakshahi) only, fifty lakhs to be paid on ratification of this treaty and twenty five lakhs on or before the 1st of October 1846. The Treaty of Amritsar consisted of 10 Articles which elaborated only upon the boundaries of the area sold, the sale amount, resolution of bilateral disputes, forging of military alliances, acknowledgement of British supremacy and yearly tribute but made no mention whatsoever of the rights, interests or the future of the people of the State. Allama Iqbal while lamenting upon the sale of Kashmir “wrote; “Their fields, their crops, their streamsEven the peasant in the vale,They sold, they sold all alas, How cheap was the Sale.”Robert Thorpe in his book “Cashmeer Misgovernment” has described the preposterous Treaty of Amritsar in the following words, “towards the people of Cashmeer we have committed a wanton outrage, a gross injustice, an act of tyrannical oppression which violates every human and honorable sentiment, which is opposed to the whole spirit of modern civilization, and in direct opposition to every tenet of the religion we profess”. This treaty of 16th March 1846 brought into existence the princely state of Jammu and Kashmir. Disparate territories were stripped by the Company to bring into being a hotch potch state. The creation of the state flowed from the geo-political and strategic considerations of the British Government in the north of the country in view of the growing influence of the communist Russia. The territories that constituted this newly formed amorphous entity were not at all happy with such an excision, and the only consenting parties of the act of creation were the British East India Company and the Raja Gulab Singh. Though treaty of Amritsar gave Gulab Singh the title deeds of Kashmir, yet Maharaja failed to take the possession of valley from the then Sikh Governor, Sheikh Imam-ud-din who defeated and killed the Dogra commander Wazir Lakhpat Rai in a battle near Dalgate. On hearing this Gulab Singh appealed to his masters-British for help and a force was dispatched under Sir Lawrence who handed over Kashmir to Gulab Singh on November 9, 1846.¬By virtue of this “Sale deed of Kashmir” unrestricted power was transferred to the Dogra Hindu ruler Raja Gulab Singh who became an all powerful Hindu despot ruling a hapless Muslim majority. The people of Kashmir were brought under the imperialism of the Dogras who themselves were functioning as de-facto vassals of the super imperialist Britain. Through the treaty of Amritsar, sovereignty over Kashmir was negotiated with the person of the ruler and not with the people of Kashmir. In fact the treaty stood on a different footing from those signed with other Indian states¬, in that no resident was appointed, giving full internal authority and autonomy to Gulab Singh. Taking advantage of this unbridled absolutism, Gulab Singh let loose a reign of repression, exploitation, persecution, discrimination and religious intolerance especially in the valley. In order to recover the expenditure incurred on account of “Treaty of Amritsar”, Gulab Singh was primarily concerned about reaping more and more commercial benefits from his “purchase of Kashmir”. He enhanced an already exorbitant taxation system from the pre-Dogra period to such an extent that his rapacity and avarice assumed legendary proportions. It was said of Gulab Singh in 1850 that incapable of looking ‘beyond his money bags’, he imposed a capitation tax on every individual practicing any labour trade, profession or employment, collected daily” (George H Hudson, Emphasis in the original). The Maharaja monopolized all trade in the valley, ‘from firewood to taking two thirds of the Singhara (water chestnuts) which formed the chief portion of food for many Kashmiris (Hugh Rees James Papers). The custom of levying fees on marriages was prevalent and was a source of considerable income to the state, the Kashmiri pundits however were exempted from this tax. Sir Walter Lawrence writes in his book that in 1887, the Kashmir state was bankrupt. He further records that when he started settlement of the land, everything save air and water was under taxation. Even the office of the grave digger was taxed. Such a harsh regime of taxation produced widespread resentment, particularly among the peasantry. The Maharaja’s fiscal measures had aggravated the kashmiri peasant’s condition to an almost unbearable degree and if each point of exit from Kashmir were not as vigilantly guarded as it was, the number of emigrants would be so overpowering, that the province would be entirely depopulated in the course of year or a two ( Hindu rulers muslim subjects—Mridu Rai).Gulab Singh’s policy had specifically targeted Kashmiri Muslims and was coupled with a concerted effort on the other hand to co-opt the Hindu minority of Kashmir, the pandits. The Muslim elite or power holders were reduced to an abject state of submission, forced to migrate or coerced to reconcile with Dogra or British imperialism. Gulab Singh even abhorred to associate Kashmiri Muslims with the upper echelons of his administration and went so far as to impel Muslim officials in the revenue department to forego the job. The poor masses were living a life of appalling misery, poverty, ignorance disease and above all oppression, suppression and repression. “Dressed in rags which could hardly hide his body and barefooted, a Muslim peasant presented the appearance rather of a starving beggar than of one who filled the coffers of the state (P.N.Bazaz, The history of struggle for freedom in Kashmir). Most of the Muslim peasantry was landless laborers working as serfs of the absentee landlords who generally were Kashmiri pundits. They hardly earned enough to sustain themselves for more than three months as their share of the produce. For the rest they had to go outside the state and many of them died every year, unknown, unwept and unsung outside their homes. “The disgraceful environments and unkind surroundings in which so many of them died was a slur alike on the people and the Govt of the country to which they belonged”(ibid).A Hindu being a man of his (Maharaja’s) religion was respectable in the eyes of the society and the Muslim because he was a Muslim was looked down upon as belonging to an inferior class. In the countryside a Muslim was synonymous with the hewer of wood and drawer of water. All sort of dirty and menial work was to be done by him. Almost the whole brunt of the official corruption had been borne by the Muslim masses. The police, the revenue department, the forest officials and even the employees of the co-operative societies had their palms greased by exaction of the usual rasum especially from the Muslim masses. Throughout the Dogra rule, fear paralyzed the body as well as the mind of the Kashmiris. The period was worse than the pattern of exploitation that prevailed during Pathan and Sikh rule. The feudal system had not only crushed the bones of the Kashmiris but their minds as well. “This last state was worse than the first;” wrote lieutenant colonel Torrens, “for Gulab Singh went beyond his predecessors on the gentle acts of undue taxation and extortion. They had taxed heavily it is true, but he sucked the very life blood of the people”.The valley of Kashmir that was endowed with opulent resources was impoverished beyond limit and the valley witnessed successive epidemics of cholera in 1885, 1892 1900-1902 and an outbreak of plague which literally decimated the entire population. The majority of the populace remained mired in poverty and starvation. Since there existed a basic contradiction between the interests of the Kashmiri people and the interests of the Dogra rulers, the Muslims found themselves gradually unrepresented and unprotected. The cultural hegemony of the Kashmiri pundits was ensured by protecting their privileges and a consequent subsumption of the interests of the majority Muslims. The access to the states resources, symbolic, political, economic and cultural was selectively restricted to Hindus. The Dogra imperialism was concurred throughout Kashmir as it brought nothing but misery, thralldom and detoriated the people of the valley morally, intellectually and physically as well. The treaty of Amritsar which culminated in the establishment of the Dogra rule in the state of Jammu & Kashmir continued with the policy of persecution, repression and intimidation of the vast majority of the Muslims. In the wake of this deplorable treaty, was created some political whirlpools and votaries into which the muslim majority has very miserably been caught up and have been struggling hard giving enormous sacrifices to wriggle themselves out of this morass.

Militants' families face discrimination

New Delhi, Mar 15: The National Conference today raised the issue of discrimination against family members of militants, saying they should be provided all facilities to ensure their participation in the national mainstream. The matter was raised by Ghulam Nabi Ratanpuri and Mehboob Beg at a meeting of Parliamentary Forum for Children, which was presided over by Speaker Meira Kumar. Participating in the discussion, Ratanpuri said the militancy affected children need extra care and the government should extended all benefits to them so that they consider themselves as a part of the society. He regretted that most of them did not get benefits of various schemes launched by the government. Human Resources Development Minister, Kapil Sibal and Minister for Child Development, Krsihna Tirth also attended the meeting and gave details of the schemes for the welfare and development of children particularly from the underprivileged class. Both members stressed the need to remove discrimination. Ratanpuri said that thousands of families had been affected by the militancy and their rehabilitation should be utmost for the government. Dr Beg sought guidance of experts for the committee members to chalk out programmes and schemes for the children. The Speaker said that such proposal is under the consideration of the government.

سیرنگر:بالی وڈ فلم ''تھری ایڈیٹس'' نے جہاں ایک طرف بزنس کے کئی ریکارڈ توڑ دیئے، وہیں فلم میں بحیثیت بچہ کلاکار کام کرنے والا لہیہ کا 9 سالہ صہیب احمد بھی مالا مال ہو گیا اور فی الوقت 'چھوٹا عامرخان' کے نام سے مشہور ہوکر مزے لوٹ رہا ہے۔ اطلاعات کے مطابق بالی وڈ کامیاب فلم' تھری ایڈیٹس' نے ایک طرف ریکارڈ توڑ بزنس کرنے کے علاوہ آدھ درجن سے زائد فلمی ایواڑ بھی سمیٹ لئے، وہیں فلم میں کام کرنے والے لہیہ سے تعلق رکھنے والے پانچویں جماعت کے طالب علم صہیب احمد کی قسمت بھی کمسنی میں ہی جاگ گئی۔ تھری ایڈیٹس میں صہیب احمد نے فلم کے ہیرو عامر خان کے بچپن کا ایک مختصر سا رول ادا کیا ہے ۔ فلم میں صرف 18 سکینڈ بحیثیت طالب علم کام کرنے کے باوجودبھارت کی کئی معروف ایڈورٹیزنگ کمپنیوں نے صہیب کو اشتہاری فلموں میں کام کرنے کی پیشکش کی ہے۔صہیب احمد کے والد محمد بشیر نے بتایا کہ پچھلے دنوں بال بچوں سمیت بھارت کے مختلف حصوں میں گھومنے کے دوران وہ زبردست حیران رہ گئے۔کیونکہ اکثر لوگ صہیب کو اپنے ساتھ لیکر فوٹو کھینچنا چاہتے تھے اور سینکڑوں لوگوں نے انہیں دعوت دیکر گھرپر بلایا۔جبکہ کئی لوگوں نے صہیب کو تحایف بھی دئیے اوراپنے لڑکے کے پیچھے بھیڑ دیکھ کر وہ پھولے نہیں سمائے۔ محمد بشیر جوخود اسسٹنٹ ڈرگ کنٹرولر لداخ ہیں،نے مزید کہا کہ فلم کے ڈائیریکٹر راج کمار ہیرانی نے انہیں ممبئی بلایا ہے اور تاحال وہ ایڈوٹائیزنگ ایجنسیوں کے ساتھ رابطے میں ہیں، جنہوں نے صہیب احمد کو اشتہاری فلموںمیں کام کرنے کی پیشکش کی ہے۔ محمد بشیر کے مطابق صہیب احمد دہلی پبلک اسکول لہیہ میں پانچویں جماعت کا طالب علم ہے اور فلم کے ڈائیریکٹر نے انہیں2008 میں بحیثیت بچہ کلا کار کام کرنے کیلئے منتخب کیا ہے۔ فی الوقت لداخ میں اگر چہ فلم تھری ایڈیٹس کی اصلی سی ڈی دستیاب نہیں ہے تاہم کئی افراد نے نقلی سی ڈی بنا کر 30 ہزار سے زائید سی ڈیاں بیچ کر اچھا خاصا منافع کمایا اور صہیب احمد 'چھوٹا عامر خان' کے نام سے مشہور ہو گیا ہے ۔واضح رہے فلم کے چند حصے لہیہ میں فلمائے گئے ہیں۔

After 24 years, Pandit girl visits Valley

Cremate me here, Kashmir is my real home
Srinagar, March 12: For Deepika Thusoo, a Kashmiri Pandit girl who left Kashmir valley along with her family 24 years back and settled in Jammu, no place other than Kashmir can give her a homely feel.“Given a chance, I would like to be cremated here,” says Deepika, who was recently in Srinagar in connection with the workshop of Child Rights and You (CRY). “I see a different sky, feel a different breeze here. Everything about Kashmir gives me a homely feel though I’ve spent the 24 years of my life in Jammu and just five years of childhood in the Valley.”
Deepika, had come to Kashmir for the first time since she left the Valley along with her family as a five-year-old in 1986.Three years later guns started fluttering in the Valley and the major chunk of Kashmiri Pandits population was internally displaced. Most of them settled in Jammu, which Deepika and her family had already made their second home."We left due to some family problems," says Deepika who actually hails from Krihama, a village in north Kashmir’s Kupwara district.“We’re just putting up in Jammu,” she says. “It can never replace Kashmir as our homeland. I strongly feel that our roots lie here."Deepika is working as a lawyer in State High Court’s Jammu branch and also works as child rights activist. She also has a journalistic experience having worked as a reporter with Hindustan Times."Kashmir is waiting for us here. I would love to return to the Valley and stay here. I also want to get married in the State. I prefer to work for my own people," says Deepika.However she says that the special security zones proposed by the government for Kashmiri Pandits can't be fruitful. “What’s the fun of living under security cover. We want to live among the people, our own people. Pandits who sold their properties should have given it a second thought before taking the decision."She said her parents were reluctant about her Kashmir visit but she was determined to be here."I’ve sweet memories of the construction of house in Karihama. I still have a scar on my hand which I got then," she says tears rolling down her face.On the resolution of Kashmir issue, Deepika says. "A solution is necessary and important. Common masses are getting sandwiched. People in the Valley have suffered a lot. I’ve all sympathies for them for bearing the brunt."She says: “The government is accountable for the excesses committed on common masses. We don’t have to be habitual of atrocities. We’ve to raise voice for our rights. The vested interests in both the communities (Muslims and Pandits) are trying to cash on Kashmir issue. We must unite. Civil society too has a responsibility.”Deepika vowed to continue her struggle of working for the children of the State. “The government is not taking any interest in this regard. Children are our national assets and we need to protect them.”

سیرنگر:دو دہائیوں کے لمبے انتظار کے بعد ریاست کے لوگ پاکستان اورپاکستانی زیر انتظام کشمیر براہ راست فون پر بات کر سکتے ہیں۔اس ضمن میں ریاستی سرکار کو مرکزی حکومت کی طرف سے ہری جھنڈی مل گئی ہے اور ایک ہفتہ کے اندر اندر کسی بھی وقت ان سہولیات کا آغاز ہو سکتا ہے۔ اس دوران 2008میں سرینگر مظفر آباد تجارت شروع ہونے کے بعد پہلی بار دونوں ملکوں کے سرکاری افسران نے کمان پوسٹ کے نزدیک پوائنٹ زیرو پر میٹنگ کی جس کے دوران دونوں اطراف کے ٹریڈروں کی زیرو پوائنٹ پر ہی میٹنگ کرانے کی تجویز پر اتفاق کر لیا گیا۔ ذرائع کے مطابق ریاستی سرکار نے اعلان کیا ہے کہ سرینگر مظفر آباد تجارت کو فروغ دینے کیلئے خط انتظام کے آر پار ٹیلیفون رابطہ بحال کر لیا جائیگا اور اس سلسلے میں تمام تیاریاں مکمل کر لی گئی ہیں جبکہ مرکزی سرکار نے بھی اس ضمن میں ریاستی سرکار کو ہری جھنڈی دے دی ہے۔ ریاست کے وزیر خزانہ عبدالرحیم راتھر نے فیصلے کی تفصیل دیتے ہوئے بتایا کہ وزیر اعلیٰ عمر عبداللہ نے یہ معاملہ مرکزی سرکار کی نوٹس میں لایا تھا جس کے بعد مرکزی سرکار نے اپنی طرف سے ہری جھنڈی دکھا کر ریاستی سرکار کو اس بات کا اختیار دیا ہے کہ وہ ریاست سے پاکستان اور پاکستانی زیر انتظام کشمیر کیلئے فون سروسز کی سہولیات کا آغاز کرے ۔ انہوں نے کہا کہ پہلے مرحلے میں اوڑی اور چکوٹی میں پانچ پانچ ٹیلیفون بوتھ قائم کر لئے جاینگے جہاں سے مظفر آباد اور پاکستان کیلئے ٹیلیفون سہولیات بہم رکھی جائیں گی۔وزیر خزانہ نے مزید بتایا کہ ریاستی سرکار اس کیلئے پوری طرح سے تیار ہے اور ایک ہفتے کے اندر اندر کسی بھی وقت اس سروس کا باضابطہ طور پر آغاز کر لیا جائیگا۔ انہوں نے مزید بتایا کہ اس سہولیت کے چلتے آر پار تجارت کو کافی تقویت ملے گی اور ٹریڈروں کو تجارت کرنے میں آسانی ہوگی۔

سرینگر// امریکہ نے انسانی حقوق سے متعلق سال2009کی سالانہ رپورٹ منظر عام پر لائی ہے جس میں کشمیر میں حقوق انسانی کی خلاف ورزیوں کے ایک درجن سے زائد واقعات کا بھی ذکر کیا گیا ہے جن میں شوپیان سانحہ،بومئی ہلاکت،حراستی گمشدگیوں اورعلیحدگی پسندوں کی نظر بندی بھی شامل ہے۔رپورٹ میں کشمیر میں تعینات پولیس اور فورسز اداروں کے ساتھ ساتھ جنگجوﺅں پر بھی حقوق کی پامالیوں کے الزامات عائد کئے گئے ہیںاطلاعات کے مطابق امریکی سٹیٹ ڈیپارٹمنٹ کی طرف سے سال2009کے بارے میں انسانی حقوق کی سالانہ رپورٹ منظر عام پر لائی ہے جس میں پوری دنیا کے اندر حقوق البشر کی صورتحال کے بارے میں سینکڑوں واقعات کا تذکرہ کیا گیا ہے۔ بھارت کے اندر ہورہی انسانی حقوق کی پامالیوں پر تبصرہ کرتے ہوئے جہاں مذکورہ رپورٹ میں شمال مشرقی ریاستوں اور نکسلواد سے متاثرہ علاقوں کے بارے میں تفصیلات موجود ہیں، وہیں ریاست جموں و کشمیر میں رونما ہو رہی ہلاکتوں،عصمت دریوں ،گرفتاریوں اور شہریوں کو جبری طور لاپتہ کئے جانے کی بھی تفاصیل موجود ہیں۔ رپورٹ کے اندر کشمیر میں ہوئی حقوق کی پامالیوں کے بارے میں ترتیب وار تذکرہ کرتے ہوئے کہا گیا ہے کہ 20مارچ2009کو بھارتی افواج نے اس بات کا اعتراف کیا کہ اہلکاروں نے22فروری کے روز بومئی سوپور میں2عام شہریوں کو ہلاک کر ڈالا۔ ریاستی حکام نے ابتداءمیں دعویٰ کیا تھا کہ دونوں شہری کراس فائرنگ کے دوران ہلاک ہوگئے ہیں۔ رپور ٹ میں شوپیان سانحہ کا تذکرہ کرتے ہوئے کہا گیا ہے کہ29اور30مئی2009کی درمیانی شب کے دوران آسیہ جان اور نیلوفر جان نامی بھابی نند کی ہلاکت کا واقعہ پیش آگیا۔ مذکورہ خواتین کے بارے میں الزام عائد کیا جارہا ہے کہ دونوں کو وردی پوش اہلکاروں نے اپنی ہوس کا نشانہ بنانے کے بعد قتل کردیا۔ بعد ازاں ریاستی حکام کی طرف سے قائم کئے گئے ایک کمیشن نے بھی شوپیان میں دو خواتین کی ہلاکت کے بارے میں بتایا کہ ان میں پولیس کے ملوث ہونے کو خارج از امکان قرار نہیں دیا جاسکتا ہے۔ امریکہ کی طرف سے جاری انسانی حقوق کی رپورٹ میں کشمیر کا ذکر کرتے ہوئے مزید بتایا گیا ہے کہ سال کے آغاز میں ہی5جنوری کے روز فوجی اہلکاروں نے پہلگام علاقے کے رہنے والے ایک بہرے اور گونگے شہری عبد الاحد ریشی کو سرینگر میں گولی مار ہلاک کر دیا اور7جنوری کو اس ہلاکت کے بارے میں اعلیٰ سطحی تحقیقات کا اعلان کیا گیا۔ 7مارچ2009کو پولیس نے سی آر پی ایف اہلکاروں کے خلاف ایک کیس درج کیا جس میں اُن پر الزام عائد کیا گیا کہ اُنہوں نے نوہٹہ سرینگر میں شبیر احمد آہنگر نامی ایک نوجوان کو ہلاک کردیا۔ رپورٹ میں بتایا گیا ہے کہ 28مارچ کو سی آر پی ایف حکام نے اس بات کو تسلیم کیا کہ 181ویں بٹالین سے وابستہ اہلکاروں نے18مارچ کوغلام محی الدین ملک نامی شہری کو گولی مار کر ہلاک کردیا۔18مئی کو ٹاسک فورس اہلکاروں کے ہاتھوں منظور احمد بیگ کی حراستی ہلاکت کے بارے میں تحقیقات کا اعلان کیا گیاجبکہ13ستمبر کو ریاستی حکام نے راجوری میں نور حسن نامی شہری کی حراستی ہلاکت کے بارے میں جوڈیشل تحقیقات کے احکامات صادر کئے۔23اگست2009کو ریاستی حکام نے انکشاف کیا کہ 1990سے 3429شہریوں کو لاپتہ کیا گیا ہے جبکہ کشمیر میں سرگرم لاپتہ شہریوں کے والدین کی تنظیم کا کہنا ہے کہ لاپتہ افراد کی تعداد 10,000 ہے۔امریکی سٹیٹ ڈیپارٹمنٹ کی طرف سے جاری رپورٹ میںکشمیر میں آئے دنوں کی گرفتاریوں کا بھی ذکر کیا گیا ہے۔ رپورٹ کے مطابق28اگست کو ریاستی سرکار نے صرف ایک سال کے دوران121شہریوں کے خلاف پبلک سیفٹی ایکٹ کا نفاذ عمل میں لایا۔ رپورٹ میں بتایا گیا ہے کہ عدالت کے ذریعے کشمیر ہائی کورٹ بار ایسو سی ایشن کی طرف سے دائر کردہ ایک درخواست کے جواب میں5 فروری 2009کو اُن 10افراد کا سیفٹی ایکٹ کالعدم قرار دیا گیا جن کو امرناتھ زمین تنازعے کے دوران گرفتار کیا گیا تھا۔کشمیر ہائی کورٹ بار ایسو سی ایشن کا حوالہ دیتے ہوئے رپورٹ میں بتایا کہ بار نے 2004سے 2223افراد کے سیفٹی ایکٹ کے خلاف عدالتوں کے اندر درخواستیں دائر کردیں۔رپورٹ میں حریت کانفرنس(گ) کے چیئر مین سید علی گیلانی کی نظر بندیوں کا بھی ذکر کرتے ہوئے بتایا گیا ہے کہ اُنہیں امرناتھ زمین تنازعے کے دوران پہلے پی ایس اے کے تحت گرفتار کیا گیا اور جب اُن کی رہائی عمل میں لائی گئی تو اُنہیں اُن کے گھر کے اندر نظر بند کیا گیا ۔ رپورٹ میں عدالتوں پر الزام عائد کیا گیا ہے کہ کشمیر کی عدالتوں میں اُن کیسوں کی سرعت کے ساتھ شنوائی نہیں ہوتی ہے جو جنگجو مخالف اہلکاروں کے خلاف درج ہیں ۔ امریکی رپورٹ میں بھارت کی شمالی مشرقی ریاستوں میں ہورہی انسانی حقوق کی پامالیوں کا بھی ذکر موجود ہے اور نکسلواد سے متاثرہ علاقوں کے بارے میں تفصیلات بتائی گئی ہیں۔ رپورٹ کے اندر کشمیر میں سرگرم جنگجوﺅں کے ہاتھوںبھی حقوق کی پامالیوں کا تذکرہ کرتے ہوئے کہا گیا ہے کہ وہ پولیس و فورسز اہلکاروں پر حملے کرتے ہیں اور اُن کو ہلاک کرتے ہیں۔ رپورٹ میں کشمیر، چھتیس گڈھ اور مہاراشٹرا میں گولی باری کے واقعات پر بھی تشویش کا اظہار کیا گیا ہے۔

Flowers business flourishing in Kashmir

Srinagar: With the onset of spring season, the demand for flowers has increased manifold in Srinagar. With the rise in demand, the turnover of the flower business is estimated to be over Rs 25 millions in the valley.
"Turnover (of flower business) is estimated at more than Rs. 25 million from November to March. Only few growers have shown interest in growing flowers, and it is on rise. We are hoping that demand for hybrid seeds, which are in trend these days, will also increase," said Mohammad Yusuf, a flower grower.The increased demand for flowers has paved the way for expanding floriculture in the region, with growers importing plants from other parts of the country. Flower vendors can be seen in the streets of the city selling plants starting from Rs 10.I have come to buy flowers here. As people in the region are fond of growing flowers, growers have imported varieties of flowers from other parts of country also. That's why people of the region come here to buy flowers, and I'm also fond of growing flowers," said Mushtaq, a customer. The Kashmir valley is also known for its gardens, like the Mughal Garden and the Tulip Garden that have been major attractions for tourists.

Kashmiri lady to head ICE in London

Srinagar, Mar 11: A Kashmiri lady, Anusha Shah, working for Jacobs Engineering as Regional Framework Manager London, has been appointed chairperson of the London region of the Institution of Civil Engineers (ICE). “A CIVIL engineer from Croydon has become the first woman to head up the London Region of her professional organization. She is the youngest engineer voted into this role,” a London based newspaper reported. Her job means she represents more than 8,000 professional civil engineers who live and work in the capita1, it said.
“I am delighted to have been appointed to this senior position within the ICE and look forward to stepping up our engagement with schools, politicians and the public over the next 12 months,” the newspaper quoted her as having said. Born in Kashmir and educated in New Delhi and UK, Anusha has worked on variety of water and environmental projects.

Condition of widows, orphans in Kashmir miserable: Study


DENIED INHERITANCE RIGHTS, FORCES HARASSING GIRLS, FUTURE BLEAK
Srinagar, Mar 11: The condition of most widows and orphans in Kashmir conflict is miserable as they face multi-dimensional problems, reveals a research study. “Accommodation, educational loss, psychological depression, social disorganisation, insecurity, health deterioration, dependence on others, deviance and delinquency are some of the major issues widows and orphans of conflict face,” says ‘A Sociological Study of Widows and Orphans’, conducted by noted Sociologist, Prof Bashir Ahmad Dabla,. On accommodation issues, the study says: “Most important problem for widows and orphans is shelter. After the death of their husband/father wife and her children were not taken care of either by their patri-kins or matri-kins. They were so often denied their inheritance rights and were compelled to arrange their own accommodation.” “Economically widows and orphans became debased especially in the younger cases. Relatives and friends’ financial help continued for some time, but afterwards it vanished. The only fields of work available for them were handicrafts, child labour and domestic work where they were highly exploited and harassed. They weren’t even paid equal wages,” it added. The most important loss to orphans especially has been in education. “The death of father means stoppage of regular income to the family and they couldn’t pay even the meagre amount of school fees. This results in dropouts upto 40 percent. The number of girls was more than boys in the dropout cases.” The study blamed forces for harassing the orphan girls. “The orphan girls were continuously harassed by the security forces due to which dropout trend increased. This overall affected their mobility in life.” “The widows and orphans also suffer in the field of family, marriage and kinship and it was observed that their unit of family got disorganizational effect. In this social environment, neither the traditional patriarchal authority could be established, nor the traditional norms and values could be legitimised and maintained,” the study said. “Another crucial problem faced by them was feeling of mental and physical insecurity. Even in present situation, some individuals and groups threaten them, making these families security conscious.” On their health condition, Prof Dabla says, “One of the dangerous problem faced by widows and orphans at present was their health. Like other vulnerable sections of society, they have developed abnormal health scenario in which they could not get minimum health needs fulfilled. Most of them were not in a position to get proper treatment and government has failed to provide proper and sufficient medical facilities to them.” The study warned that future of these people would be bleak. “Widows and orphans face the acute feeling that their future will not be bright. They seem more concerned about their future career, occupations, business and employment which doesn’t look encouraging in the present circumstances,” it added.

577 militants killed in group clashes

Jammu, March 09: As many as 577 militants were killed in various group clashes between different militant outfits during past two decades of militancy in Jammu and Kashmir. As per the recent State Home Ministry statistics, as many as 820 incidents of group clashes have taken place between various militant outfits in last 20 years of militancy and 577 militants and 173 civilians were killed in these incidents. Around 102 militants and 398 civilians were injured in these incidents, the report said. The highest number of 170 group clashes took place in 1995 in which 108 militants and 35 civilians were killed and 23 militants and 57 civilians were injured. It was followed by 168 incidents in 1994 in which 110 militants and 29 civilians were killed and 15 militants and 47 civilians injured. Similarly, 121 incidents took place in 1993 followed by 103 in 1992, 87 in 1996 in which 74 militants and 30 civilians were killed. In 1992, 64 militants and 41 civilians were killed.

40 thousand widows in Kashmir: MKM

Chastity of 9000 women outraged in twenty years
Srinagar: Saying that there were around forty five thousand widows in Kashmir, Zamrooda Habib, Chairperson Muslim Khawateen Markaz, Monday alleged that “India used women as soft target in Kashmir.” Zamrooda who released a book on Kashmiri widows here, was speaking in a seminar “Woman of lost Paradise,” organized to celebrate International Women’s Day. “The number of women who were widowed in Kashmir in last twenty years is between fifteen thousand and forty five thousand,” Zamrooda said before releasing a book “Our Widows,” documenting the life of Kashmiri widows. She said that Kashmiri people will never forget Asiya Jan and Neelofar of Shopian, and thousands of other women whose chastity was outraged in Kashmir. “They were victims of Indian ferocity.” She lamented that Kashmiri women, who would not dare to venture out, were forced to make rounds of jails and detention center across India in search of their loved ones. “But the Indian legal system is not providing any justice to them,” said Zamrooda who herself spent five years in Delhi’s Tihar Jail. She called for encouraging women activism in Kashmir. “If women political activism is not encouraged, we ignore fifty percent of the humanity,” Zamrooda said. “We should encourage women activism,” she added. Ruing the lack of proper documentation of the Human rights Violations perpetrated in Kashmir during past twenty years, she alleged that Indian NGO’s were exploiting local youth in the name of Human Rights. “Our new generations are sensitive to the issue of documentation and for this they travel to far off areas,” Zamrooda said, adding “but they engage with Indian NGO’s who throw to the dust the data from Kashmir.” She appealed youth to collaborate with local organizations for data collection and documentation of incidents of past twenty years. Speaking on the occasion, senior pro-freedom leader and chief of Islamic students League, Shakeel Ahmad Bakshi said that India was presenting a Women’s Bill in parliament to empower its women at a time when we in Kashmir are commemorating those women whose chastity was outraged by Indians in Kashmir. “We are organizing Women’s Day against that nation which after violating the honour of our sisters and mothers is presenting a Women’s empowerment bill in its parliament,” said Shakeel Bhakshi.

245 MILITANTS KILLED IN 2009’

New Delhi, Mar 7: Security forces killed 245 militants in Jammu and Kashmir last year, when the number of infiltration attempts from across the border went up marginally, according to official figures.“Attempts at infiltration from across the LoC (saw) a marginal increase during 2009,” Minister of State for Home Affairs Ajay Maken said in written reply to a question in Rajya Sabha, adding 342 incursion attempts were recorded in 2008 and 485 in 2009. Maken said that militant activities showed a “declining trend - from 708 in 2008 to 499 in 2009”.(

20 % militants in JK without guns: Police

March 8: Ruling out any militant threat to Vaishno Devi shrine, police Monday said different winter strategy to counter militancy and cross-border infiltration was successful and today 20 percent militants in Jammu and Kashmir are without guns.Addressing media persons here, IGP Jammu, Ashok Gupta said, "At least 20 percent militants are without guns, so imagine a journalist without a pen. So our strategy will be to see that they (militants) don't get these things from across the border, from normal channels... money, persons or weapons. That is our strategy we are working at," he said.He claimed that around 180 militants were active in the Jammu province. “However, they militants were running out of weapons due to the loss of their cadre in the last two months”. “We targeted OGW’s be it ladies or others. We have booked many of them to send our message loud and clear,” he said adding they are hopeful that more militants will be killed this year.Talking about the winter strategy to counter militancy, Gupta said, “We planned for winter strategy which has given us very rich dividends. Our strategy was, number one; to target track and target scout, seek and kill the commanders.""Large numbers of militants have been killed this year as compared to last year. So far, 17 militants including 10 top commanders have been killed. It is a great achievement, I must say," he said.IGP Jammu ruled out any recent specific inputs of threat to Vaishno Devi cave shrine from militants. “Threats have always remained for the holy shrine. However, we do not have any recent specific input," he said.Replying to questions over the threat to the shrine in view of the statement made by government in Parliament recently, the IGP said, "Let me make a request. It is a sensitive issue, which was perhaps blown out of proportion.""But that does not mean having said so we will or we are planning to lower guards. Absolutely not," he said in reply to a question.He further said that a series of meetings have taken place to further strengthen the security of the shrine.

Health status of Kashmir women worrying

40% have endocrine malfunction, 100% Vit-D deficiency

Srinagar, Mar 8: Hundredth women’s day has some shocking figures in the health sector for Kashmiri women. Around 14 per cent of them suffer from infertility, 40 per cent have malfunctioning endocrine system, nearly 40,000 suffer from Sheehan’s syndrome and almost 100 per cent have vitamin –D deficiency as was revealed on Monday by director SK Institute of Medical Sciences, Dr Abdul Hamid Zargar. In his 15 minute presentation at a seminar at Kashmir University organized on the occasion, Dr Zargar revealed, “A study conducted by SKIMS showed that 14 per cent of women qualify for infertility, a cause of acute mental and psychological distress.” Holding changing lifestyle responsible for it, he said, women were more obese than men “and therefore consequences are more common among women.” Zargar said most women here had early menopause. He said a large chunk of women population suffers from ovarian cysts “and one third of the infertile women have polycystic ovary syndrome (PCOS).” PCOS is one of the most common female endocrine disorders affecting women at reproductive age of 12 to 45 years and was once thought erroneously to be one of the leading causes of infertility. Its principal features are obesity, anovulation and acne. On diabitis, he said: “We have more cases of diabetes and pre-diabetes in women, more so the specific type called gestational diabetes which badly affected pregnancy.” He said a whopping number of women suffered from endocrine malfunctioning. “Study has shown 40 per cent of women have damaged pituitary gland—the master gland in the body which causes hormone deficiency. It affects functioning of thyroid, adrenal gland and reproductive hormones. Thus affecting the overall body metabolism and functioning of various essential systems in the body. Zargar added that Kashmir has more cases of Sheehan’s syndrome among women compared to rest of the sub continent. “We have 40,000 cases of the syndrome in women.” Sheehan’s syndrome is one of the causes of pituitary malfunctioning caused by excessive blood loss at the time of child birth. It is a preventable cause if optimal intra-natal care and emergency obstetric care is provided to all the women at their delivery time. It reflects better maternal and child health care. “Hundred per cent women suffer from vitamin-D deficiency which causes osteoporosis and other bone disorders,” he said. The Divisional Commissioner, Naseema Lankar, who was the chief guest, said: “Women need to be educated about their rights. They have a lot of potential to excel in different fields.”

جموں و کشمیر میں بیس برسوں میں12ہزار دھماکے،1754ہلاکتیں

سرینگر//ریاست جموں و کشمیر میں گذشتہ20برسوں کے پر تشدد دور میں قرےب12ہزار بم دھماکے ہوئے ہیں جن میں 1754 افراد ہلاک اور15ہزار سے زائد زخمی ہوئے ہیں ۔سال 2009ءمیں پولیس اور سیکورٹی فورسز کے ساتھ جھڑپوں کے دوران 245جنگجو ہلاک ہو گئے ۔اعداد و شمار کے مطابق رےاست میں 1990ءکے اوائل سے شروع ہونے والی مسلح جدوجہد کے دوران 20سال کے عرصے میں مجموعی طور پر 11876دھماکے ہوئے جن میں 5682 دھماکے بارودی سرنگ اور6194دھماکے گرینیڈ وں کے ذرےعے کئے گئے ۔ان دھماکوں میں1754افراد کی ہلاکت کے علاوہ 15589افراد زخمی ہوئے جن میں سے کئی لوگ جسمانی اعضاءسے محروم ہو گئے ۔سرکاری اعداد و شمار کے مطابق سب سے زےادہ دھماکے1522دھماکے 1990میں ہوئے جبکہ1993میں 1005دھماکے کئے گئے ۔ بارودی سرنگ اور گرینیڈ دھماکوں میں سب سے زےادہ ہلاکتےں 1995ءمیں ہوئیں ، اس سال 945 دھماکوں میں 153افراد ہلاک جبکہ 1021افراد زخمی ہوئے۔ 2001میں مجموعی طور پر775دھماکے ہوئے جسکے نتےجے میں 133 افراد ہلاک اور1443مضروب ہوئے گذشتہ2برسوں کے دوران گرینیڈ دھماکوں میں بڑے پیمانے پر کمی واقع ہوئی ۔ 2008 اور2009میں بالترتےب 170 اور 79 گرینیڈدھماکے ہوئے جن میں مجموعی طور پر 47افراد ہلاک اور208افراد زخمی ہوئے ۔ دریں اثناءراجیہ سبھا میں گذشتہ روز سال2008اور2009میں پیش آئے پرتشدد واقعات کے بارے میں اعداد و شمار پیش کرتے ہوئے بتاےا گےا کہ 2009میں پولیس اور سیکورٹی فورسز کی کارروائیوں میں کل ملا کر 225جنگجوﺅں کو ہلاک کر دیا گےا ۔مرکزی وزیر مملکت برائے امور داخلہ اجے مکن نے ایوان کو بتاےا کہ 2008ءمیں در اندازی کی342جبکہ2009میں 485کوششیں کی گئیں ۔تاہم انہوں نے کہا کہ اس عرصے میں مجموعی طور پر تشدد کی وارداتوں میں کمی ریکارڈ کی گئی جو 2008ءمیں 780سے 2009میں 499تک پہنچ گئیںجبکہ سال2010میں 21فروری تک 27جنگجوﺅں کو ہلاک کر دیا گےا ۔انہوں نے کہا کہ 2009کے دوران درندازی کی وارداتوں میں اضافہ ہوا ہے اور اس عرصے میں اس طرح کی485کوششوں کے دوران 133جنگجو ریاست میں داخل ہوئے۔ اعداد وشمار کے مطابق 2008میں مجموعی طور پر دراندازی کی 342وارداتوں میں57جنگجو جموں کشمیر میں داخل ہونے میں کامیاب ہوئے جس کی رو سے 2009میں ان واقعات میں143وارداتوںکا اضافہ ریکارڈ کیا گیا اور 2008کے مقابلے میں56زیادہ جنگجو دراندازی کرنے میں کامیاب ہوئے۔

سرینگر//ریاست جموں و کشمیر میں گذشتہ20برسوں کے پر تشدد دور میں قرےب12ہزار بم دھماکے ہوئے ہیں جن میں 1754 افراد ہلاک اور15ہزار سے زائد زخمی ہوئے ہیں ۔سال 2009ءمیں پولیس اور سیکورٹی فورسز کے ساتھ جھڑپوں کے دوران 245جنگجو ہلاک ہو گئے ۔اعداد و شمار کے مطابق رےاست میں 1990ءکے اوائل سے شروع ہونے والی مسلح جدوجہد کے دوران 20سال کے عرصے میں مجموعی طور پر 11876دھماکے ہوئے جن میں 5682 دھماکے بارودی سرنگ اور6194دھماکے گرینیڈ وں کے ذرےعے کئے گئے ۔ان دھماکوں میں1754افراد کی ہلاکت کے علاوہ 15589افراد زخمی ہوئے جن میں سے کئی لوگ جسمانی اعضاءسے محروم ہو گئے ۔سرکاری اعداد و شمار کے مطابق سب سے زےادہ دھماکے1522دھماکے 1990میں ہوئے جبکہ1993میں 1005دھماکے کئے گئے ۔ بارودی سرنگ اور گرینیڈ دھماکوں میں سب سے زےادہ ہلاکتےں 1995ءمیں ہوئیں ، اس سال 945 دھماکوں میں 153افراد ہلاک جبکہ 1021افراد زخمی ہوئے۔ 2001میں مجموعی طور پر775دھماکے ہوئے جسکے نتےجے میں 133 افراد ہلاک اور1443مضروب ہوئے گذشتہ2برسوں کے دوران گرینیڈ دھماکوں میں بڑے پیمانے پر کمی واقع ہوئی ۔ 2008 اور2009میں بالترتےب 170 اور 79 گرینیڈدھماکے ہوئے جن میں مجموعی طور پر 47افراد ہلاک اور208افراد زخمی ہوئے ۔ دریں اثناءراجیہ سبھا میں گذشتہ روز سال2008اور2009میں پیش آئے پرتشدد واقعات کے بارے میں اعداد و شمار پیش کرتے ہوئے بتاےا گےا کہ 2009میں پولیس اور سیکورٹی فورسز کی کارروائیوں میں کل ملا کر 225جنگجوﺅں کو ہلاک کر دیا گےا ۔مرکزی وزیر مملکت برائے امور داخلہ اجے مکن نے ایوان کو بتاےا کہ 2008ءمیں در اندازی کی342جبکہ2009میں 485کوششیں کی گئیں ۔تاہم انہوں نے کہا کہ اس عرصے میں مجموعی طور پر تشدد کی وارداتوں میں کمی ریکارڈ کی گئی جو 2008ءمیں 780سے 2009میں 499تک پہنچ گئیںجبکہ سال2010میں 21فروری تک 27جنگجوﺅں کو ہلاک کر دیا گےا ۔انہوں نے کہا کہ 2009کے دوران درندازی کی وارداتوں میں اضافہ ہوا ہے اور اس عرصے میں اس طرح کی485کوششوں کے دوران 133جنگجو ریاست میں داخل ہوئے۔ اعداد وشمار کے مطابق 2008میں مجموعی طور پر دراندازی کی 342وارداتوں میں57جنگجو جموں کشمیر میں داخل ہونے میں کامیاب ہوئے جس کی رو سے 2009میں ان واقعات میں143وارداتوںکا اضافہ ریکارڈ کیا گیا اور 2008کے مقابلے میں56زیادہ جنگجو دراندازی کرنے میں کامیاب ہوئے۔
